This qualification does not replace any other qualification and is not replaced by any other qualification. 

PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:

This Qualification is for a worker who provides a home-care service in an institution or in an individual household where specialist care services need to be provided. It develops competencies required to provide a comprehensive home-care service in a manner that has regard for life and property.

The Qualification is aimed at persons who have completed a GETC Level 1 qualification, who are already in a home-care environment and want to improve their home-care skills and/or who are new to the sector and wish to obtain a formal qualification to equip them for employment in the sector.

Upon completion qualifying learners will be able to work in one of the following home-care and/or related settings:
  • Caring for infants, toddlers and children.
  • Caring for the elderly and frail.
  • Cleaning and organising a home.
  • Laundering and or sewing textiles.
  • Caring for pets and plants.
  • Providing hospitality services.
  • Caring for the disabled.

    The qualification will also develop the necessary skills for learners to start up their own home-care services business.

    Qualifying learners will able to:
  • Implement health and wellness practices in home care.
  • Maintain home-care housekeeping.
  • Demonstrate life skills required for home care practice.
  • Perform home care activities in a chosen area of work.

    Competent learners are able to:
  • Practice good health and grooming habits.
  • Demonstrate an understanding of factors that contribute to healthy living.
  • Apply self management principles.
  • Organise themselves and their activities in a home-care work environment.
  • Receive and execute instructions.
  • Use communication skills to communicate with external and internal clients.
  • Manage personal finance.
  • Demonstrate knowledge of ethics and values.
  • Demonstrate understanding of HIV/AIDS and its impact on the workplace.
  • Behave in a professional manner in a business environment.
  • Maintain a domestic housekeeping service.
  • Identify security, safety and environmental risks in the local environment.
  • Apply telephone etiquette.

    Rationale:

    Establishments providing home-care and many individual households have a need for a home-care practitioner to provide a comprehensive service for the general and/or specific requirements of the setting in question. There is a need for a broad-based qualification that incorporates a range of generic and specialist competencies in home-care services.

    The home-care practitioner is required to provide more specialised services than a domestic or general cleaner, in addition to the typical functions of domestic and general cleaners. In this regard, there is a need for home-carers to be aware of risk factors, hygiene and housekeeping needs and to operate ethically.

    This qualification develops generic competencies required of all home carers and offers the specialist competencies required to operate in specialist areas of home-care such as care of toddlers, care of the aged, etc. These specialist competencies are found in the elective component of the qualification of which the learner must choose one as a specialisation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in:
  • Communication at NQF Level 1.
  • Mathematical Literacy at NQF Level 1.

    Recognition of Prior Learning:

    This Qualification may be achieved wholly or in part through Recognition of Prior Learning. Whether a learner attends formal courses or acquires the required skills through informal means, the same standards apply as per the matrix of Unit Standards and Exit Level Outcomes.

    The Qualification and the Unit Standards have been written in such a way that the learning has to be assessed in an integrated way. Assessors will assess evidence to establish what the learners know, understand and can do. Such evidence may be related to courses completed and to work related activities.

    Assessors of Recognition of Prior Learning should ensure that learners submitting themselves to Recognition of Prior Learning are thoroughly briefed prior to assessment. Learners may be required to submit a Portfolio of Evidence in a prescribed format to be assessed for formal recognition.

    Access to the Qualification:

    Access to this Qualification is open. However, it is recommended that learners are:
  • Not living with disabilities and are physically mobile.
  • Meet the requirements of their specialisation.

    QUALIFICATION RULES 
    The Qualification consists of a Fundamental, a Core and an Elective Component.
    To be awarded the Qualification learners are required to obtain a minimum of 145 credits as detailed below.

    Fundamental Component:

    The Fundamental Component consists of Unit Standards in:
  • Mathematical Literacy at Level 2 to the value of 16 credits.
  • Communication at Level 2 in a South African Language to the value of 20 credits.

    All Unit Standards in the Fundamental Component are compulsory.

    Core Component:

    The Core Component consists of Unit Standards to the value of 76 credits all of which are compulsory.

    Elective Component:

    The Elective Component consists of a number of specialisations each with its own set of Unit Standards. Each specialisation consists of compulsory and optional unit standards. Learners are required to select a specialisation and:
  • Complete all the compulsory unit standards for the specialisation.
  • Choose additional optional unit standards from those listed for the specialisation to give a total of at least 33 credits for the elective component.

    1.4 Principles of basic microbiology applicable to the cleaning environment are applied with due regard for the requirements of home-care.
    1.5 Factors that contribute to healthy living are described in terms of home-care practices.
    1.6 Factors that contribute to healthy living are demonstrated in line with identified health care standards.
    1.7 Wellness principles are applied according to agreed and or set home-care standards.

    Associated Assessment Criteria for Exit Level Outcome 2:

    2.1 Areas of work and responsibility in domestic housekeeping services are described.

  • Range: Best practice principles include but are not limited to personal financial management, self management, communication, diversity, execution of activities from instructions received.
    3.4 Best practices for home-care are demonstrated in line with identified principles.
    3.5 Best practices for communication are described in relation to the home-care environment.
    3.6 Communication skills demonstrating awareness of diversity and for conflict resolution are demonstrated within the home care set up through various ways.

    Associated Assessment Criteria for Exit Level Outcome 4:

    4.1 Range of activities within own area(s) of specialisation are described.

    4.3 Key practices within area of specialisation are implemented in line with sector, occupational and home-care context, requirements or performance agreements.

    Integrated Assessment:

    The term Integrated Assessment implies that theoretical and practical components should be assessed together. Whenever possible, the assessment of knowledge, skills, attitudes and values shown in the Unit Standards should be integrated and, during integrated assessment, the assessor should make use of a range of formative and summative assessment tools and methods. Combinations of practical, applied, foundational and reflective competencies should be assessed. Assessment should further ensure that all Specific Outcomes, Embedded Knowledge and Critical Cross-Field Outcomes are evaluated in an integrated way.

    Integrated Assessment evaluates the learner's ability to combine actions and ideas across a range of activities and knowledge areas. Integrated assessment must specifically assess the learner's ability to:
  • Demonstrate competence by means of the practical application of the embedded knowledge in a manner that meets the required performance standards.
  • Illustrate a clear understanding of the concepts, theory and principles that underpin the practical action taken.

    The assessment will require assessment methods which measure and evaluate evidence generated during learning and on-the-job activities. Assessment practices must be open and transparent, fair, valid and reliable, ensuring that no leaner is disadvantaged in any way whatsoever.

    A variety of methods must be used and assessment tools and activities must be appropriate to the context in which the learner is working or will work. Where it is not possible to assess the learner at the workplace, simulations, case studies role plays and other similar techniques should be used to provide a context appropriate to the assessment. 

  • INTERNATIONAL COMPARABILITY 
    Overview:

    An International review of comparable education and training in the area of Home-care has revealed that there are a number of courses and learning programmes. These tend to be short courses and skills programmes rather than full qualifications provided by generic and specialist providers.

    Home-care is also known as Housekeeping or Caretaking and the qualifying person is also known as the "Carer" in other countries.

    The review has focused on New Zealand, the United Kingdom (UK) and Australia, as Home-care is well established as a service and an occupation in those countries and there are some standardised training programmes and/or standards that are widely used in those countries that can serve as a basis for comparing the validity and quality of this qualification.

    New Zealand:

    There is a range of comparable qualifications and unit standards on the New Zealand Qualifications Framework at Levels 1 to 3 in the areas of Cleaning, Laundry, Caretaking, Carpet and Textile Cleaning, Animal Care and Hospitality. These offerings lead to specialised Occupational Awards. The content of this qualification, particularly of the specialisations, compares favourably with these awards in terms of knowledge and skills that are required to be mastered.

    The United Kingdom (UK):

    Examples of A Level and NVQ Level learning standards in the UK were looked at.

    Health and Social Care (Applied).

    (GCE Applied A Level - Single Award).

    Overview:

    Courses on offer relate to registered unit standards on aspects of health, social care and early years provision.

    AS Level:
  • Unit 1: Promoting quality care - the study of equal opportunities legislation and services.
  • Unit 2: Communications in care settings - considers theories and interactions with service users.
  • Unit 3: Promoting good health - studies perspectives in health and well being.

    A2 Level:
  • Unit 10: Care practice and provision - the study of services and multi-disciplining teams.
  • Unit 15: Social Trends - develops students skills in analysing demographic data to understand social trends that will affect the family and individuals.
  • Unit 16: Research Methods in Health and Social Care - the study of the purposes and methods of different types of research.

    The undergraduate Certificate, Understanding health and social care (K100), is an equivalent of an NVQ Level 2 Qualification for Carers, in the United Kingdom. The range of courses includes the following modules:
  • Who cares? Paints a broad picture of care in the UK, ranging from the caring within families, to primary health care, acute care in hospitals and social care in the community. It includes the diversity and sensitivity of care situations, the wide variety of modern care services, the intricate interconnections between them and what it is like to care and to receive care.
  • Working with life experience: This focuses on the impact of care needs and care services on people's sense of identity and self-worth, skills in communication and in ways of group working.
  • Diverse communities and resources: This includes how a community can respond to the needs of different groups of people, including a case study of a neighbourhood renewal programme for enabling the learner to assess whether such schemes can improve people's health and well-being. Also included is the work of services, agencies and Carers against a background of rapid and continuing social change across the UK.
  • People and places: This module explores the settings where care takes place and is managed, e.g. domestic homes, residential and hospital settings, looking at their physical, social and psychological impact on the care recipient.
  • Making care safer: Examines how care can go wrong and what individuals can do to try to prevent this; the crucial role of record keeping and the challenges of preserving confidentiality in the workplace.
  • The shaping of care services in the UK: Examines care policies at the national level. It also explores social trends and how care services might develop in the future.

    On completion, learners will be eligible for the Certificate in Health and Social Care, with the designation Cert HSC, which is widely recognized by employers throughout the UK and awarded by EDEXCEL.

    The First Diploma in Health and Social Care provides a good basis for progression on to a Level 3 qualification in this area. Students must study two core units as well as four specialist units from the following topics:
  • Cultural diversity in Health and Social Care.
  • Vocational experience in a Health or Social Care Setting.
  • Anatomy and physiology for Health and Social Care.
  • Human lifespan development.
  • Creative and therapeutic Activities in Health and Social Care.
  • Health and Social Care Services.
  • The impact of diet on health.

    From there learners go on to a more advanced course or training at Level 3 such as the National Diploma/Certificate in Health and Social Care, NVQs in Health and Social Care and CACHE Level 3 Diploma.

    Through this learning stream, students can go into careers such as social work, nursing, residential care work, housing and the probation service. Employment opportunities include work in registered care homes, housing, community work, and the voluntary sector, hospitals and primary care trusts.

    Health and Social Care (CYP) NVQ Level 3:

    The award is validated by EDEXCEL. It will be achieved by observation of current work practices and producing a range of evidence to meet performance criteria and scope. Learners are asked to show that they are competent by providing evidence that they:
  • Can perform identified tasks consistently to the required standard.
  • Have appropriate knowledge, and understand why they are doing things.
  • Can apply the skills in a range of different situations.

    Food Preparation and Cooking:

    Multi-skilled Hospitality Services NVQ 2 (HAB) (Lincoln College):

    This broad based qualification in Food Preparation and Cooking is aimed at those not catered for by mainstream hospitality and hotel courses. It is a Multi-skilled NVQ qualification. The qualification also caters for those employed in the areas of reception, housekeeping and general bar work. In summary, the qualification allows, employers and learners the ability to 'pick 'n' mix' units which reflect the individual's current roles and responsibilities in the workplace.

    Animal Care:

    Animal Care BTEC First Certificate (Hopwood Hall College):

    This course is for participants who have a keen interest in animals, who wish to gain knowledge of animal care and to gain practical skills for employment in the pet care industry. It includes animal biology including nutrition, growth, digestion and reproduction, animal health including diseases and first aid, animal care including accommodation and handling, dealing with customers including service and advice, husbandry including behaviour and dealing with emergencies, the care of exotics including reptiles, amphibians and insects, animals in their natural environment and how they can be monitored. Its contents are more advanced than that in the unit standards of this qualification.

    Child care:

    There are offerings at NVQ Levels 2-3 in Children's Care and Learning Development. These are much specialised qualifications that go much deeper into child care and the development of their learning than this National Certificate: Home-care Practices.

    Laundry studies:

    There is a range dry cleaning and or laundry standards in the UK's NVQ. For example, the Bridgwater College (UK) offers a program in NVQ 2 in Laundry Operations for those in Commercial Dry Cleaning, Home Hospital and Hotel Environments. The contents of the National Certificate:

    Home-care Practices compare well with these standards.

    Australia:
  • Plant Care.
  • ACS Distance Education: Foundation Certificate In Horticulture Vht003.

    Although there is no need at this level - in the SA Home-care qualification - for a complete qualification in Horticulture, the content of the course as described was a useful bench mark.

    The Australian NQF has a number of unit standards and qualifications with well articulated occupational streams in Pet Care.

    The Australian School of Pet Care Studies.
  • The ASPCS Certificate in Canine Care and Professional Grooming and Presentation.

    It consists of the following courses:

  • Coat/Breed Identification.
  • Grooming Procedures and Coat Preparation.
  • Clipping Techniques.

    ASPCS Certificate in Animal Welfare & Nurses Aid.

    It consists of the following courses:

  • Geriatric Care.
  • Anatomy and Physiology.
  • Nutrition.
  • First Aid.
  • Cat Care and Management.

    The programme can be completed at the students own pace and in the privacy of their own home. Students often follow on with the program in Junior Animal Nursing Assistant.

    Other pet care courses and programmes in Australia that are relevant for the SA Home-care learners in terms of learning and occupational progression include:
