PURPOSE OF THE UNIT STANDARD 
A learner accredited with this standard will be able to demonstrate an integrated practical and theoretical grounding in Crane Operations according to safe handling and maintenance practices in compliance with crane manufacturer`s and legislated standards. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • NQF 1 or General Education and Training Certificate;
  • Occupational Health, Safety and General Housekeeping;
  • Taking Basic Care of Freight Handling Machinery.

    It is preferable that the driver be declared physically fit and have completed an eyesight test from an accredited practitioner and an industry recognised depth perception and hand-eye co-ordination test. 

  • UNIT STANDARD RANGE 
    The applied competence expressed in this standard cover a range of crane types (capacity and functionality) used in familiar operational functions in any industry context, and in a range of environmental conditions (e.g. poor weather). The learner has significant responsibility for efficiency (safety and capacity of output - volume and speed) of practice. Limited discretion and judgement are required for solving largely familiar problems. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Identify the safety and suitability of a crane prior to utilisation thereof. 
    OUTCOME NOTES 
    Identify the safety and suitability of crane prior to utilisation thereof, giving cognisance to freight characteristics, equipment manufacturers' requirements and environmental conditions. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The different types of cranes are identified and their main components, specific purpose or usage and their safety aspects, described. 

    ASSESSMENT CRITERION 2 
    The concepts of slings, centre of gravity and eccentric loading are explained. 

    ASSESSMENT CRITERION 3 
    The safe use of wire rope, strapping, nylon rope, chain slings, eyebolt installation and shackles is explained and demonstrated. 

    ASSESSMENT CRITERION 4 
    The load to be lifted is assessed in terms of type and proposed weight distribution. 

    ASSESSMENT CRITERION 5 
    The crane required for the job is selected according to the environmental conditions, freight type and safe working load. 

    SPECIFIC OUTCOME 2 
    Apply recognised methods for inspecting and recording the operational fitness of all components. 
    OUTCOME NOTES 
    Apply the recognised methods for inspecting and recording the operational fitness of all components of the crane (e.g. structural components, hydraulic systems, cab, fastenings, outriggers, ropes/chains etc) with reference to safety procedures in the workplace. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The purpose, function and safety aspects of the gantry, crane-bridge and grab are explained and the relevant operating controls are demonstrated. 

    ASSESSMENT CRITERION 2 
    The procedure for checking the operational integrity of the overhead crane is explained and demonstrated. 

    ASSESSMENT CRITERION 3 
    The result of the safety check of components is recorded according to standard operating procedure. 
    ASSESSMENT CRITERION RANGE 
    Range of components includes, but is not limited to: Gantry, crane-bridge, grab, hydraulic systems, cab, fastenings, out-riggings, chains, ropes, slings, safe working loads.
     

    ASSESSMENT CRITERION 4 
    The required documentation is completed and submitted prior to mounting the crane. 

    SPECIFIC OUTCOME 3 
    React to recognised hand signals. 
    OUTCOME NOTES 
    React to recognised hand signals (and other methods of communication) and to direct the crane movements accordingly, whilst considering and/or adjusting to circumstances in the interests of safety. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The importance of accurate communication during lifting operation and moving operations is explained. 

    ASSESSMENT CRITERION 2 
    Hand communication signals are demonstrated and defined. 

    ASSESSMENT CRITERION 3 
    Crane operation according to recognised hand signals is demonstrated. 

    ASSESSMENT CRITERION 4 
    The need for alternative methods of communication is explained and examples of such methods are given and demonstrated. 

    SPECIFIC OUTCOME 4 
    Operate the crane in a safe and competent manner. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Safety checks are meticulously carried out and any abnormality is immediately reported. 

    ASSESSMENT CRITERION 2 
    All specifications are adhered to at all times. 

    ASSESSMENT CRITERION 3 
    Constant vigilance is maintained in terms of signals and no unconfirmed actions are carried out. 

    ASSESSMENT CRITERION 4 
    The shut-down and anchoring procedures are meticulously followed prior to exiting the crane and confirmation thereof recorded. 

    ASSESSMENT CRITERION 5 
    All maintenance checks are carried out according to manufacturers' specifications and any faults or malfunctions are recorded and reported for immediate relevant attention. 

    ASSESSMENT CRITERION 6 
    The driven machinery Regulations pertaining to occupational health and safety are explained. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this unit standard must be accredited by the Freight Handling Chamber of the Transport SETA and/or relevant ETQA.

    3. Moderation of assessment will be done by the relevant ETQA at its discretion. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The learner can understand, explain and apply:

    1. The relevant certification from a legislated "competent authority" verifying the safety of the crane.

    2. The pre-operational and operational and `close down` checks for the components of a crane.

    3. Different lifting equipment (e.g. cranston hooks, spreader bars, chain/wire slings, cargo trays etc) that can be used for the lifting of different freight in various conditions and applications (e.g. abnormal loads).

    4. Various crane types, with variances in application.

    5. Safe slinging methods that can be used depending on package type.

    6. The relevant legislation (e.g. ILO requirements, Occupational Health and Safety Act etc) and international standards pertaining to lifting equipment and safety.

    7. The principles of lifting weights and the variances of safe capacities according to load distance tables (e.g. Manufacturer`s specifications).

    8. Nationally and internationally recognised hand signals used for Cranes. 


    Critical Cross-field Outcomes (CCFO): 

    UNIT STANDARD CCFO IDENTIFYING 
    Identify and react in a safe and competent manner in an emergency situation.

    Identify and solve potential mechanical faults before and during operation and decide on corrective measures that may be required.

    Identify and implement corrective actions required to prevent hazardous/dangerous/dangerous situations arising (e.g. weather, light conditions, noise etc). 

    UNIT STANDARD CCFO WORKING 
    Work efficiently with others and in teams by demonstrating initiative in selecting the most appropriate means of communication with work colleagues to facilitate efficient and safe freight handling. 

    UNIT STANDARD CCFO COLLECTING 
    Collect, analyse, organise and critically evaluate knowledge of various load weight, size and type for the purpose of selecting and utilising the most appropriate (safe and efficient) method of operating. 

    UNIT STANDARD CCFO DEMONSTRATING 
    Demonstrate initiative in selecting the most appropriate crane types, gear and equipment dependent on freight type and environmental conditions.

    Demonstrate and understand the internal and external interdependencies in adaptation of operational procedures pertaining to efficiency and safe working practices to suit environmental and equipment constraints.
