PURPOSE OF THE UNIT STANDARD 
This unit standard is for security, or other authorised, personnel who use a stopper-gun for crowd management purposes in terms of the relevant legislation and ethical considerations.

Learners credited with this unit standard will be able to:
  • Apply safety while handling a stopper-gun.
  • Use a stopper-gun.
  • Conduct maintenance on a stopper-gun. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that the learner has the following knowledge and skills:
  • Communication at NQF Level 3.
  • The Unit Standard "Demonstrate knowledge of the Firearms Control Act 2000 (Act No 60 of 2000) applicable to possessing a firearm" at NQF Level 3.
  • The Unit Standard "Handle and use a handgun" at NQF Level 3 or "Handle and use a self-loading rifle or carbine" at NQF Level 3 or "Handle and use a shotgun" at NQF Level 3. 

  • UNIT STANDARD RANGE 
    For the purposes of this unit standard, the learner may be assessed on any calibre stopper-gun. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Apply safety while handling a stopper-gun. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The stopper-gun is handled without threat of injury or harm. 
    ASSESSMENT CRITERION RANGE 
  • Handled refers to while carrying, firing, transporting and storing the stopper-gun.
  • Injury or harm includes but is not limited to oneself, other people and property.
     

  • ASSESSMENT CRITERION 2 
    A safe muzzle direction is defined and maintained at all times with due consideration for safety of persons and property. 

    ASSESSMENT CRITERION 3 
    The finger is held off the trigger until ready to fire. 

    ASSESSMENT CRITERION 4 
    The stopper-gun is treated as if loaded at all times. 

    ASSESSMENT CRITERION 5 
    Safety precautions are applied during the loading and unloading of the stopper-gun. 

    SPECIFIC OUTCOME 2 
    Use a stopper-gun. 
    OUTCOME RANGE 
    Use includes pointing without firing, direct and skip firing and handling malfunctions. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A description is given of when the stopper-gun may and may not be used in terms of relevant legislation. 

    ASSESSMENT CRITERION 2 
    A description is given of the relevant permits required for the possession of stopper gun ammunition in terms of the relevant legislation. 

    ASSESSMENT CRITERION 3 
    The stopper-gun is used while applying the fundamentals of stance, grip and aim. 
    ASSESSMENT CRITERION RANGE 
    The stopper-gun may not be dead-rested.
     

    ASSESSMENT CRITERION 4 
    Ammunition is selected suitable to the circumstances and desired effect. 
    ASSESSMENT CRITERION RANGE 
    Ammunition includes but is not limited to rubber bullets, plastic shot and tear-smoke rounds.
     

    ASSESSMENT CRITERION 5 
    Target analysis is conducted prior to firing in order to determine the impact of the shot and the type of ammunition to be used. 
    ASSESSMENT CRITERION RANGE 
    The round refers to both rubber bullets and tear-smoke rounds.
     

    ASSESSMENT CRITERION 6 
    The target is fired upon accurately. 
    ASSESSMENT CRITERION RANGE 
  • Accurately in the case of rubber bullets refers to hitting the target eight out of ten times using skip firing at 15 meters.
  • Accurately in the case of tear-smoke refers to immersing the target in gas at 40 meters.
     

  • ASSESSMENT CRITERION 7 
    A demonstration is given of restoring the stopper-gun to safe and effective functioning in the event of a malfunction. 
    ASSESSMENT CRITERION RANGE 
    Malfunctions include but are not limited to failure to fire.
     

    ASSESSMENT CRITERION 8 
    A description is given of ethical considerations that apply in the use of a stopper-gun.

    Conduct maintenance on a stopper-gun. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The stopper-gun is inspected in order to identify aspects that could impact on the safe functioning of the stopper-gun. 

    ASSESSMENT CRITERION 2 
    Basic maintenance is carried out on the stopper-gun in order to ensure conditions for safe firing. 
    ASSESSMENT CRITERION RANGE 
    Basic maintenance is limited to cleaning and lubricating without the use of tools but could include a cleaning kit.
     

    ASSESSMENT CRITERION 3 
    A demonstration is given of appropriate action to be taken if more than basic maintenance is required. 
    ASSESSMENT CRITERION RANGE 
    Appropriate action could include consultation with and/or referral to a recognised expert and/or gunsmith.

  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.
