PURPOSE OF THE UNIT STANDARD 
This Unit Standard will be useful to learners who are elected political leaders and public sector officials involved with the service delivery activities that require the use of public assets to render services to the communities. It will also be useful to South Africa's public officials and political executives, strategic executive managers and other role-players. This Unit Standard enables the learner to apply the core concepts of risk management and inform policy decision and strategic decision-making processes about the importance of risk management in any sector.

The qualifying learner is capable of:
  • Explaining risk management in the public sector.
  • Analyse potential risks and the impact thereof on the specific sector.
  • Developing and implementing risk management procedures.
  • Monitoring and assessing risk management procedures.

    It is assumed that the Learners are competent in:
  • Communication at NQF Level 4.

    The importance of risk management is explained with reference to institutions that have failed because of poor risk management. 

    ASSESSMENT CRITERION 2 
    The role of risk management in good governance is explained with examples. 

    ASSESSMENT CRITERION 3 
    The legislation relevant to a risk management in the South African context is interpreted with examples. 

    ASSESSMENT CRITERION 4 
    Case studies are analysed to determine how typical risk scenarios have affected a specific sector in the past.

    Threats to the risk management within the public sector are identified and evaluated in terms of the degree of threat they pose.

    Risk management procedures are designed in accordance with specific sector legislation and codes of conduct.

    Roles, responsibilities and accountabilities are described and aligned to risk management procedures. 

    ASSESSMENT CRITERION 3 
    Measures for determining efficacy of risk management procedures are designed and implemented according to specifc sector legislation and risk management policies.

    Reporting procedures for risk management and risk situations are outlined and implemented according to legislation and policies.
