PURPOSE OF THE UNIT STANDARD 
The Learner will be capable of:

Loading, conveying and off-loading Hazardous Goods, as well as handle incidents in accordance with Legal Specifications and Operational Procedures. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
What the Learner should know and be able to do, before starting this unit:
  • ABET Level IV English Literacy or equivalent
  • ABET III Numeracy
  • Learner will have achieved:
    i) Either, `Operate a Rigid Vehicle` or `Operate a Vehicle Combination` depending on the type of vehicle used within the Learners context.
    ii) `Convey General Freight`.

    SPECIFIC OUTCOME 1 
    Comply with relevant legal documentation requirements. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    1. Legal concepts can be defined and their responsibilities explained in terms of the National Road Traffic Act 93 of 1996. 
    ASSESSMENT CRITERION RANGE 
    Legal concepts include: i) Consignee; ii) Consignor; iii) Operator; iv) Qualified Person.
     

    ASSESSMENT CRITERION 2 
    2. The meaning and function of each component on warning signs and documents are explained, in terms of SABS 0232 Part 1. 
    ASSESSMENT CRITERION RANGE 
    Warning signs and documents include: i) Warning panel; ii) Danger Warning Diamond; iii) Tremcard; iv) Dangerous Goods Declaration.
     

    ASSESSMENT CRITERION 3 
    3. It is ensured that Hazchem decals/warning panels, specific to the substance loaded on the vehicle, are correctly positioned on the vehicle. 

    ASSESSMENT CRITERION 4 
    4. All statutory documents in terms of Regulation 281 of Chapter 8 are carried and placed in the designated space. 

    SPECIFIC OUTCOME 2 
    Apply safety and standard operating procedures during loading and off-loading. 
    OUTCOME NOTES 
    Apply safety and standard operating procedures during loading and off-loading, pertaining to the learner's appointment as a qualified person as per Reg. 277 (2) & (3). 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    1. Information is extracted from relevant sources and utilised to ensure safe handling of classified goods and substances (as defined per SABS 0228), during loading and off-loading. 

    ASSESSMENT CRITERION 2 
    2. Duties of the driver before proceeding on route, in terms of SABS 0231, are adhered to. 

    ASSESSMENT CRITERION 3 
    3. Standard Operating Procedures (relating to the class of substance/goods and related equipment) are adhered to in order to prepare the vehicle for loading and off-loading. 

    ASSESSMENT CRITERION 4 
    4. Personal Protective equipment, suitable to the class of substance, is worn during loading and off-loading. 

    ASSESSMENT CRITERION 5 
    5. Safety equipment and procedures suitable to the class of substance, is used during loading and off-loading. 

    ASSESSMENT CRITERION 6 
    6. The nine hazard classes are listed and the properties of the class of substance transported are explained. 

    ASSESSMENT CRITERION 7 
    7. The concept of compatibility is explained. 

    SPECIFIC OUTCOME 3 
    Apply safety procedures in the event of an incident.

    1. Information is extracted from the tremcard or other relevant source/s and utilised to implement the appropriate response in the event of an incident. 

    ASSESSMENT CRITERION 2 
    2. The correct fire extinguish-equipment is utilised in the event of an incident. 

    ASSESSMENT CRITERION 3 
    3. Personal protective equipment suitable to the class of substance is worn in the event of an incident. 

    ASSESSMENT CRITERION 4 
    4. Safety equipment suitable to the class of substance is used in the event of an incident. 

    ASSESSMENT CRITERION 5 
    5. Incidents are reported according to the requirements of SABS 0231. 

    SPECIFIC OUTCOME 4 
    Comply with the requirements of SABS 0231 in terms of behaviour on route.

  • Documents to be carried by the driver and/or placed in the designated space.
  • Document procedures for substances when already off-loaded.
  • Nine Hazard classes and the warning diamonds.
  • Properties of the class of substance transported.
  • Hazards of the class of substance transported.
  • Loading and off-loading procedures for the class of substance transported.
  • Concept of compatibility.
  • Meaning and function of each component on the Warning Panel; Danger Warning Diamond; Tremcard and Dangerous Goods Declaration.
  • The names, functions, purpose and use of personal protective equipment and safety equipment provided for use during loading, off-loading or an incident.
  • The procedures for reporting and reacting to incidents for the class of substance to be transported.
  • Tremcard or any other additional document used to access information about the substance.

    1. The learner should prove competence relevant to the class of substance assigned to the learner.

    2. The learner should prove receipt of practical instruction with regards to emergency actions to be taken, for various incidents that may occur.
