PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners in the Public Sector who conduct job evaluations. It will be useful for Job Analysts, Work Study Practitioners, Human Resource Practitioners and Panellists who need to understand how jobs are weighted.

The qualifying learner is capable of:
  • Analysing the business environment.
  • Developing a job description.
  • Using an electronic job evaluation system.
  • Applying a job evaluation process to evaluate a job.

    ASSESSMENT CRITERION 1 
    The organisational structure of a department is analysed in terms of the relationships between jobs within a department or organisation and their relationships with jobs in other government departments. 

    ASSESSMENT CRITERION 2 
    The jobs in a selected department or organisation are identified and an indication is given of how each job contributes to the mandate of the department or organisation. 

    ASSESSMENT CRITERION 3 
    A specific job or business process is analysed with reference to the specific service delivery model of a specific organisation. 

    SPECIFIC OUTCOME 2 
    Develop a job description.

    ASSESSMENT CRITERION 1 
    Information on a specific job is gathered using appropriate methodology. 
    ASSESSMENT CRITERION RANGE 
  • Methodology may include, but is not limited to, interview, use of probing questions, checklist and document analysis.
  • Documents may include, but are not limited to, performance agreements, job profiles, work plans, existing job descriptions and systematic job logs.
     

  • ASSESSMENT CRITERION 2 
    Information gathered is used to develop a job description for a specific job. 
    ASSESSMENT CRITERION RANGE 
    Core competencies may include, but are not limited to, recommendations, functions, tasks, outcomes and outputs.
     

    ASSESSMENT CRITERION 3 
    An existing job description is analysed in order to identify inconsistencies and determine whether the job description links to the strategic objectives.

    The analysis should consider functions, processes, strategic objectives and competencies.

    Ways of dealing with inconsistencies are explained with examples.

    Proposals are made to remedy discrepancies in a job evaluation process or job description.

  • Anyone assessing a candidate against this Unit Standard must be registered as an assessor with the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited as a provider through the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures.
