PURPOSE OF THE UNIT STANDARD 
This unit standard is for managers and leaders involved in evaluating, planning and managing the systems and processes of the assessment of learning, in General, Further and Higher education, training and development and skills development.

People credited with this unit standard are able to:
  • Evaluating current systems for the management of assessment of learning.
  • Developing an assessment plan for an organisation.
  • Managing and promoting assessment and quality assurance policies and procedures within the organisation.
  • Supporting the assessment team.
  • Monitoring and reviewing assessment at organisational level. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credits have been calculated on the assumption that the average learner will already be familiar with quality management processes, and have achieved the unit standard:
  • ID 114924, "Demonstrate understanding of the outcomes-based education and training approach within the context of a National Qualifications Framework".
  • ID 115753, "Conduct outcomes-based assessment".
  • ID 115755, "Design and develop outcomes-based assessments".

    This Unit Standard is focussed on the systems for managing assessment as part of the broader quality management system of the organisation, and does not relate to the assessment of individual learners.

    Evaluate current system for the management of assessment of learning.

    Assessment needs are identified in terms of achieving individual and organisational developmental objectives. 

    ASSESSMENT CRITERION 2 
    Features of the current assessment management system are identified and evaluated in terms of organisational developmental objectives. 
    ASSESSMENT CRITERION RANGE 
    Features include assessment and related quality assurance policy and procedures.
     

    ASSESSMENT CRITERION 3 
    Gaps and/or weaknesses in the current system are identified in relation to internal management requirements and requirements of relevant external quality assurance bodies. 

    ASSESSMENT CRITERION 4 
    The evaluation identifies barriers to successful implementation of assessment as well as potential transformative uses of assessment within or by the organisation. 

    ASSESSMENT CRITERION 5 
    Recommendations provide for effective ways of addressing gaps and/or weaknesses in the system, while maximizing the transformative potential of assessment in a manageable way. 

    SPECIFIC OUTCOME 2 
    Develop an assessment plan for the organisation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The assessment plan is developed in cooperation with relevant stakeholders and role-players using appropriate planning processes. 

    ASSESSMENT CRITERION 2 
    The assessment plan describes the implementation taking into consideration the organisational needs and resources, legislative requirements and ethical principles. 
    ASSESSMENT CRITERION RANGE 
    The plan includes:

    Resourcing, administration, responsibilities for implementation, support processes for assessment and moderation, time frames for assessment and moderation, and assessment and related quality assurance policies and procedures, with particular reference to RPL and appeals.
     

    ASSESSMENT CRITERION 3 
    The assessment plan promotes and provides clear guidance on integrated assessment and RPL. 

    ASSESSMENT CRITERION 4 
    The assessment plan addresses the needs identified in the evaluation of the current assessment management system. 

    ASSESSMENT CRITERION 5 
    The assessment plan is documented within agreed time frames and in a manner that facilitates communication and implementation. 

    SPECIFIC OUTCOME 3 
    Develop guidelines for implementing the assessment plan.

    ASSESSMENT CRITERION 1 
    Assessment and related quality assurance policies and procedures are analysed and interpreted to determine implementation requirements. 

    ASSESSMENT CRITERION 2 
    The assessment principles are embedded in the guidelines in order maximize the transformative potential of assessment. 

    ASSESSMENT CRITERION 3 
    The guideline describes ways of promoting access, redress, flexibility and RPL. 

    ASSESSMENT CRITERION 4 
    The guideline is documented and communicated to assessors and relevant parties involved in assessment and moderation in line with the assessment plan.

    Support the assessment team.

    Mechanisms are established to facilitate effective networking among role-players within the team.

    Monitor and review assessment of learning at organisational level.

    ASSESSMENT CRITERION 1 
    Problems and/or challenges are identified and corrective or supportive actions are recommended and sufficient to address the situation. 

    ASSESSMENT CRITERION 2 
    The Monitoring and review process enables the involvement and contribution of role-players to ensure sufficient and valid feedback on the implementation of the assessment plan. 

    ASSESSMENT CRITERION 3 
    The assessment plan is reviewed, and adjusted on the basis of the findings for future implementation.
