PURPOSE OF THE UNIT STANDARD 
This unit standard enables the learner, as a first responder, to recognise own limitations in terms of the safety of self and others. It provides the learner with the knowledge to recognize the dangers of the different types of rescue requirements and the ability to initiate the appropriate rescue response.

Qualifying learners will be capable of:
  • Explaining the selection of and activation procedures of the appropriate technical rescue response team.
  • Explaining and demonstrating the initial site/scene control.
  • Describing the general hazards associated with each type of technical rescue incident.
  • Explaining the reasons for the limitations of the actions of the first responder at the various types of technical rescue incidents as a non-specialist rescuer.
  • Identifying the possible presence of hazardous materials and taking suitable action.

    UNIT STANDARD RANGE 
    The range includes but is not limited to the following types of technical rescues:
  • Motor vehicle extrication (light, medium and heavy); Rope rescue (steep slope and high angle); Confined space rescue, e.g., caves; Collapse rescue, e.g., structural and urban search and rescue; Trench and excavation collapse; Fresh water rescue (dams, lakes); Swift water rescue; Agricultural rescue; Industrial rescue; Wilderness search and rescue; Dive rescue; Salt water rescue (sea, surf); Aviation rescue; Marine rescue.

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Activate the appropriate technical rescue response team and initiate site/scene control. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The selection of specific technical rescue response team is explained in terms of the call-in and the answers to questions asked of the caller. 

    ASSESSMENT CRITERION 2 
    The reasons for securing and/or controlling a site or scene of a required technical rescue are explained and the methods used are demonstrated. 

    ASSESSMENT CRITERION 3 
    Members of the public are identified to assist in site/scene control, informed of what is required of them and supplied with the necessary protective equipment. 

    SPECIFIC OUTCOME 2 
    Describe the general hazards associated with each type of technical rescue and explain the limitations of actions of the first responder as a non-specialist rescuer. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Each listed type of technical rescue is discussed in terms of the likely environment at the site of around the incident and the probable hazards anticipated. 

    ASSESSMENT CRITERION 2 
    The limitations of a non-specialist rescuer are explained in terms of types of expertise required at technical rescue/s. 

    SPECIFIC OUTCOME 3 
    Identify the possible presence of hazardous materials and take suitable action. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The possible presence of a hazardous substance at the site or scene of a technical incident is described in terms of the senses of sight and smell. 
    ASSESSMENT CRITERION RANGE 
    Container types, colours, labels; reaction within the surrounding area, e.g., skin, soil, concrete, roadway surfaces; human reactions, e.g., coughing, difficulty in breathing, tearing, skin reactions.
     

    ASSESSMENT CRITERION 2 
    The anticipated or expected dangers to humans and the environment are described in terms of the release of two specified hazardous substances.

    Noxious gasses; liquids; solids.
