PURPOSE OF THE UNIT STANDARD 
The qualifying learner will be able to describe own role and function as a member of a specific emergency team or organisation, the roles and functions of the other emergency team members and those of the multidisciplinary team of emergency incident responders.

Qualifying learners will be capable of:
  • Applying the current sections of relevant legislation, regulations and procedures pertaining to emergency services those of the employing emergency organisation.
  • Identifying the organisational structures of an emergency service.
  • Describing the roles and functions of each member of the emergency team within the organisation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Communication skills at NQF Level 2. 

    UNIT STANDARD RANGE 
    Emergency services include but not limited to:
  • South African Police Services; South African National Defence Force; Fire; Metro Police; Ambulance and Medical Rescue.

    SPECIFIC OUTCOME 1 
    Apply the current sections of relevant legislation, regulations and procedures pertaining to emergency services to those of the employing emergency organisation.

    ASSESSMENT CRITERION 1 
    The applicable sections of current legislation, including regulations, for emergency services are explained. 
    ASSESSMENT CRITERION RANGE 
    Current legislation includes but is not limited to:
  • Fire services.
  • Emergency services.
  • Occupational health and safety.
     

  • ASSESSMENT CRITERION 2 
    The vision and mission of the employing emergency organisation are described. 

    ASSESSMENT CRITERION 3 
    The own role(s) and functions of the employing emergency organisation are described with regard to the relevant legislation and the specific services of that organisation. 

    SPECIFIC OUTCOME 2 
    Explain the organisational structure of an emergency organisation and describe the roles and functions of each member of that emergency team. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The personnel structure of an emergency service organisation is described orally or graphically. 

    ASSESSMENT CRITERION 2 
    The learner's own roles and functions within the organisation are described. 

    ASSESSMENT CRITERION 3 
    The roles and functions of each member of the emergency team in relationship to the learner's own role(s) and functions are described. 

    SPECIFIC OUTCOME 3 
    Describe own role in relation to other responding services at an emergency incident. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The structure of incident command at a specific multiple-disciplinary emergency incident is described in descending order of seniority. 

    ASSESSMENT CRITERION 2 
    Own role in relation to the type of incident is described according to relevant protocols of incident management. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a candidate against this unit standard must be registered as an assessor with the relevant ETQA or ETQA that has a Memorandum of Understanding in place with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA or ETQA that has a Memorandum of Understanding (MOU) in place with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA or ETQA that has a Memorandum of Understanding in place with the relevant ETQA, according to the moderation guidelines and the agreed ETQA procedures.
