PURPOSE OF THE UNIT STANDARD 
The purpose of this unit standard is to enable learners to assess, risks, threats and hazards when planning and preparing for a close protection operation. Learners will be able to identify sources of information, gather and collate information and determine the validity of the information. This unit standard will also enable learners to categorize risks and report on findings.

Person credited with this unit will be able to:
  • Collate information regarding threats and risks to a principal.
  • Evaluate and estimate threat probability and impact of threats.
  • Categorize risk levels.
  • Provide recommendations on the protective measures needed to ensure the safety of a principal.

  • The term: "principal" refers to designated persons (such as clients) to be protected.

    ASSESSMENT CRITERION 1 
    Sourced information is used to compile a portfolio of a principal. 
    ASSESSMENT CRITERION RANGE 
    Sourced information refers to but is not limited to scheduled movements, events, itinerary and possible threats and risks.
     

    ASSESSMENT CRITERION 2 
    Information is assessed for purposes of its relevance to the principal's portfolio. 

    ASSESSMENT CRITERION 3 
    The risk level of a principal is determined using the portfolio. 

    SPECIFIC OUTCOME 2 
    Evaluate and estimate threat probability and impact of threats. 
    OUTCOME RANGE 
    The following must be taken into account when evaluating and estimating the threats:
  • Origin of threat.
  • Motivation of threatening party.
  • Opportunity.
  • Capability.
  • Aggravating factors.
  • Impact.
  • Methods of analysis e.g. SWOT (strength, weaknesses, opportunities and threats).
  • Knowledge of prior case studies.
  • Methods of prioritization of validated and unvalidated information.

    Risk management principles are applied when determining threats.

    Risk management principles may refer to but are not limited to:
  • Tolerate, treat, transfer and terminate.

    Hazards, risks and threats are analysed to determine probability. 

    ASSESSMENT CRITERION 3 
    Information is evaluated by checking sources and consistency. 

    SPECIFIC OUTCOME 3 
    Categorize risk levels. 
    OUTCOME RANGE 
  • Risk levels must include, low, medium and high risk.
  • Categorization must include the act of classifying the principal based on his profile, the prioritized threats and hazards as well as his itinerary for the duration of the close protection operation.

    A principal's profile is classified according to threat probabilities. 

    ASSESSMENT CRITERION 2 
    Prioritized threats are evaluated in order to determine necessary protective measures. 

    ASSESSMENT CRITERION 3 
    Protection for the principals is formulated based on the overall interpretation and classifications made. 

    SPECIFIC OUTCOME 4 
    Provide recommendations on the protective measures needed to ensure the safety of a principal. 
    OUTCOME RANGE 
    Recommendations must be based on:
  • Biographical data and meeting with the principal.
  • Specific threat data.
  • Non-specific threat data.
  • Prioritized threats and hazards.
  • Categorization of the principal according to risk profile.
  • Recommendations on protection and security to form a basis for operational functioning.

  • An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.
