PURPOSE OF THE UNIT STANDARD 
This unit standard is for persons working in the defence and security related environment especially within the acquisition discipline. The learner is able to develop functional specification. A project manager or system engineer who has successfully mastered this unit standard will be able to develop a functional specification explicitly derived from the stakeholder requirements that initiated the project.

A person credited with this unit standard is able to:
  • Establish and maintain operating concepts, support concepts, maintenance concepts, disposal concepts and transportation concepts.
  • Establish and maintain a definition of the functionality needed to accomplish the requirements.
  • Validate requirements with the view to ensure that the resulting system will perform appropriately in its intended-use environment.
  • Establish and maintain system and product requirements based on customer needs and requirements.

    This unit standard will contribute to the full development of any learner to increasing levels of efficiency and effectiveness in the defence and security related environment by providing recognition, further mobility and transportability within the field as well as within other fields. The knowledge, skills and understanding demonstrated in this unit standard are essential for social and economic transformation and upliftment within the defence and security related environment. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The following knowledge, skills, attitude and/or equivalent:
  • Literacy and numeracy on NQF level 4.
  • Mastery of the acquisition process, specifically phases of activity, decision-making milestones and baselines as a means of reducing uncertainty, the content of the various baselines, design reviews and configuration audits, and the nature of various specifications at NQF level 4.
  • Project management, specifically project planning including work breakdown structures, responsibility assignment, deliverables and receivables, schedules and budgets, and baselining the project plan at NQF level 4.
  • Basic understanding of the system engineering process at level 5 at included in "Develop acquisition requirements to meet stakeholder needs".

    All competencies reflected in the learning assumed to be in place could be achieved through the recognition of prior learning.

    This unit standard is intended for learners who intend to follow a management career within the defence and security related acquisition arena.

    Defence includes, but is not limited to South African Defence Force, South African Police and Correctional Services.
