PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for use by small fishing vessel operators who have limited competence in the operation and control of small craft. It will be useful to people whom wish to follow a career path within the small, medium and micro fishing industry.

People credited with this unit standard are able to perform basic functions in:
  • Propel and navigate a small (outboard motor) fishing vessel by day on inland and in-shore waters
  • Interpret charts, buoys and beacons
  • Determine their position
  • Carry out collision avoidance action, and
  • Respond to emergencies.

    UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • Control of a small craft is limited by daylight hours in sight of land.
  • Regulations and rules supporting this unit standard include International regulations for preventing collisions at sea COLREGS, rules of the road, SAMSA regulations.
  • Navigational aids include: buoys, beacons, compass, charts and nautical publications (small boat seamanship manual, log books, tide tables).
  • Equipment on small craft includes: anchor, chain, boat hook, ropes, compass, warp, fire extinguishers (CO2, dry powder), ropes, lines, bailer, life jacket, flares, radio (VHF marine), and alternative means of propulsion.
  • Hazards include: those on charts, traffic, submerged hazards, and water depth.
  • Emergency procedures include: man over board, personal safety, and hypothermia, fire.
  • Tidal effects and weather relevant to small craft operation include: neap, spring and flow of tides; depressions, fronts, wind strength and direction, and isobars and anticyclone information presented on MSL charts.

    Navigate and manoeuvre small fishing vessels. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The vessel is manoeuvred in accordance with SAMSA regulations and local port and coastal rules, and in a manner which maintains the safety of the craft and its crew. 

    ASSESSMENT CRITERION 2 
    The planned voyage is consistent with the craft's capability in terms of local general safety certificates. 

    ASSESSMENT CRITERION 3 
    Position is determined by range and true bearings, or direction from a recognized feature. 

    ASSESSMENT CRITERION 4 
    Equipment required to support a safe voyage is selected and used in accordance with its designed function and manufacturer's operating instructions ito SAMSA regulations. 

    ASSESSMENT CRITERION 5 
    Information gathered from available sources is interpreted correctly and is sufficient for safe operation during the planned voyage. 
    ASSESSMENT CRITERION RANGE 
    Sources of information include: tide tables, charts, symbols, weather maps, and regulations.

    Respond to emergency and distress. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Potential dangers to the craft and personnel on board are identified and action is implemented which maintains the safety of the craft, personnel on board and other vessels and personnel in contact with the craft. 
    ASSESSMENT CRITERION RANGE 
    Fire, man overboard, hypothermia, grounding, loss of motive power, collision, personal safety.

    Distress emergency and urgency signalling methods are correctly used, interpreted and responded to.

  • Knowledge underpinning this unit standard includes: boat handling theory, and relevant sections of associated legislation.
  • Guidance in correct operation of equipment is provided in The Code of Safe Working Practices for Seamen.
  • Prevention of pollution of the marine environment is governed by regulation, (MARPOL) legislated by the Merchant Shipping Act.

    Notes to the assessors:

    Assessors should be keep the following general principles in mind when designing and conducting assessments against this Unit Standard:
  • Focus the Assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment a title level is unmanageable, then focus assessment around each specific outcome or groups of specific outcomes.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgments should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this Unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performance are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment, appropriateness, fairness, manageability, integration into work of learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this Unit Standard:
  • All candidates to be assessed for this Unit Standard are required to provide evidence of competence (obtained by attending an approved course).
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this Unit Standard.
