PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or who seek to be employed as the manager of a local economic development unit.
It provides the learner with an opportunity to demonstrate his/her knowledge of the resources in their environment, the institutions best suited to accessing them for local economic development and the financial management processes necessary to ensure their purposeful use.

People credited with this Unit Standard are able to:
  • Research and analyse the need for and availability of resources for a local economic development programme.
  • Develop and implement a plan to acquire and allocate the resources to a local economic development programme.
  • Monitor and review the progress of resourcing in terms of the plan and the achievement of programme objectives. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication at NQF Level 4. 

    UNIT STANDARD RANGE 
  • Resources needed for local economic development activities include: funding; human resources; land/ buildings; machinery; services.
  • At least two programmes of different sizes and challenges must be used.
  • At least two LED Units of different sizes and challenges must be used.
  • Official documentation includes: memoranda of understanding; contracts; terms of reference.
  • Financial and other reports are those required by public administration and management policy; providers of resources (e.g. funders, private sector companies).

    1. The range of resources required to achieve the goals of a specified programme are confirmed or modified based on the documented findings of research.

    2. The range of resources available in terms of the agreed programme are confirmed or modified based on the documented findings of research. 

    ASSESSMENT CRITERION 3 
    3. A gap analysis is conducted and an initial matching of resource requirements and possible sources is proposed based on the specified programme in the form of a report.

    Develop and implement a plan to acquire and allocate the resources.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. The initial matching of resource requirements and possible sources is explored and discussed in consultation with relevant stakeholders and role players. 

    ASSESSMENT CRITERION 2 
    2. Agreements regarding resource acquisition and allocation are confirmed in a resource plan. 

    ASSESSMENT CRITERION 3 
    3. The agreements are operationalised through the preparation and sign-off of appropriate official documentation to be included as appendices to the final resource plan.

    Monitor and review the progress of resourcing in terms of the plan.

    ASSESSMENT CRITERION 1 
    1. The resource plan is finalised to include the official documentation as the basis for of progress in acquiring and allocating the required resources within the local economic development programme. 

    ASSESSMENT CRITERION 2 
    2. The resource plan is regularly reviewed in terms of financial and other reports that track the utilisation of allocated resources to the specified local economic development programme. 

    ASSESSMENT CRITERION 3 
    3. The resource plan is regularly up-dated to reflect any corrective action to be taken in terms of acquiring, allocating and utilising resources and signing off programme objectives achieved as appropriate. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    4. Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
