PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or who seek to be employed as a manager of a local economic development unit.

It provides the opportunity for the learner to apply their knowledge of local economic development requirements and planning processes, as well as their facilitation and management skills.

People credited with this Unit Standard are able to:
  • Demonstrate an understanding of strategic planning, local economic variables and local economic development priorities.
  • Consult with key stakeholder representatives and role players.
  • Develop a strategic plan for a local economic development programme.
  • Implement the local economic development programme strategic plan and monitor its effectiveness. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication at NQF Level 4.

    1. The process of strategic planning is defined and described in the local economic development environment as well as own work context.

    2. Economic variables are described that apply to the local economic development environment generally and own work context specifically.

    3. Development priorities, in the form of local economic development objectives are listed and explained in own work context.

    1. Stakeholder groups for a specified programme are identified and filtered through a stakeholder analysis.

    3. Relevant meetings and workshops are organised and facilitated with stakeholders and role players.

    4. Information from the meetings and workshops with the stakeholders and role players is assembled, collated and analysed in terms of its impact and significance for the planning of a specified local economic development programme.

    ASSESSMENT CRITERION 1 
    1. A strategic plan is drafted for a specified local economic development programme based on stakeholder and role player input, contextual parameters and the strategic planning framework. 

    ASSESSMENT CRITERION 2 
    2. The local economic development programme strategic plan is distributed for stakeholders and role players comments, and such feedback is integrated as appropriate. 

    ASSESSMENT CRITERION 3 
    3. Acceptance of the programme and its strategic plan is gained from the authorising role players. 

    SPECIFIC OUTCOME 4 
    Implement the local economic development programme strategic plan and monitor its effectiveness.

    1. The strategic plan is implemented by the local economic development role players.

    3. Recommended changes are recorded, evaluated and where appropriate, introduced into the up-dated strategic plan for implementation by programme role players.
