PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or who seek to be active in the local government and local economic development environment.

It introduces the learner to the concept of networking and draws on their knowledge of local economic development stakeholder research and data management to operationalise it.

People credited with this unit standard are able to:
  • Prepare a plan to initiate and maintain networking opportunities
  • Action the networking plan
  • Monitor, review, evaluate and manage the implementation of the networking plan 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in:
  • Communication at NQF Level 4
  • Mathematical Literacy at NQF Level 4
  • Computer Literacy at NQF Level 4

    SPECIFIC OUTCOME 1 
    Prepare a plan to initiate and maintain networking opportunities. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. Networking is defined in terms of its purpose and potential outcomes in the local economic development environment generally and own work context specifically. 

    ASSESSMENT CRITERION 2 
    2. The appropriate structures and people to network with are identified in terms of their potential contributions to the LED Unit and the value to be added by engaging in the networking activity. 

    ASSESSMENT CRITERION 3 
    3. The appropriate structures and people best suited to undertake the networking are identified in terms of their relationships with and interest in the LED Unit. 

    ASSESSMENT CRITERION 4 
    4. Networking opportunities are identified with specific reference to the LED Unit activity calendar and networking key result areas are incorporated into the performance management process of the LED Unit. 

    ASSESSMENT CRITERION 5 
    5. A networking plan and budget are drafted to achieve the agreed objectives of networking with other municipalities, districts and metros. 

    SPECIFIC OUTCOME 2 
    Action the networking plan.

    ASSESSMENT CRITERION 1 
    1. The networking plan is negotiated and agreed with the key roleplayers in the LED Unit and signed off as appropriate. 

    ASSESSMENT CRITERION 2 
    2. Networking opportunities are initiated and followed up in accordance with the plan. 

    ASSESSMENT CRITERION 3 
    3. Data is gathered, analysed and reported in accordance with the milestones included in the networking plan and the requirements of the performance management process of the LED Unit. 

    SPECIFIC OUTCOME 3 
    Monitor, review, evaluate and manage the implementation of the networking plan.

    ASSESSMENT CRITERION 1 
    1. Networking activities and the information gathered through them are monitored against the agreed objectives of the plan. 

    ASSESSMENT CRITERION 2 
    2. Variations from the plan are identified and corrective action is taken in consultation with the role-players involved. 

    ASSESSMENT CRITERION 3 
    3. Opportunities for enhanced productivity and new ideas are acted upon as the information is made available through the networking processes and value added as a result is calculated and presented in the form of a report. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    4. Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
