PURPOSE AND RATIONALE OF THE QUALIFICATION 
Purpose:

This qualification will enable qualifying learners to oversee the provision of Immigration services at National, Provincial and Regional Immigration Service Centres, including land border posts, airports, harbours, Inspectorate and foreign missions.

Qualifying learners will be able to demonstrate competence in the direct provision of Immigration Services and managing the operations at an Immigration Service Centre. They will be equipped with the requisite knowledge, skills and values to manage and monitor the immigration service operations and practices. The generic management competencies are coupled with specific requirements for Immigration service provision as Immigration Affairs management includes both functional and oversight roles.

The qualifying learner will be able to:
  • Communicate in a variety of ways and maintain client relations with all internal and external Immigration service role-players.
  • Support the strategy of the Department of Home Affairs on Human Resource Development at a South African Immigration Service Centre.
  • Provide leadership and oversight roles at a South African Immigration Service Centre (Port of Entry and Inspectorate).
  • Oversee the administration of Immigration services at a South African Immigration Service Centre.
  • Demonstrate knowledge of migration and the legal requirements to manage the provision of Immigration services at a South African Immigration Service Centre.
  • Manage the Immigration service operations of the Department of Home Affairs at an Immigration Service Centre.

    Rationale:

    The National Certificate: Immigration Services at NQF level 5 has been specifically designed for officials of the National Immigration Branch of the South African Department of Home Affairs. These officials may be deployed at a National, Provincial or Regional Immigration Service Centre (Ports of Entry and Inspectorate). This qualification meets the expressed needs of learners that wish to gain formal recognition of learning achievements in Immigration Service Management.

    The transformation experienced in South Africa and the developments in the region have impacted on the roles and responsibilities of Immigration officials and the nature and extent of Immigration services. Hence the identified need to ensure that Immigration officials provide relevant and professional services to International standards. The uptake of this qualification by Immigration officials who wish to embark on a management career in Immigration services will support the desired organisational transformation and positively influence service delivery. The current and anticipated future needs of the National Immigration Branch of the Department of Home Affairs are addressed in this qualification.

    This qualification will meet the strategic objective of organisational transformation at the South African Department of Home Affairs and will enable learners to fulfill the functions of a Chief Immigration Officer, Control Immigration Officer, Provincial Manager and Provincial Immigration Head.

    It would be desirable for learners wishing to access this Qualification to be competent at:
  • Communication skills at NQF level 4.
  • Numeracy skills at NQF level 4.
  • Computer skills at NQF Level 3.

    Recognition of prior learning:

    This qualification and all the fundamental, core and elective unit standards associated with it as described in the rules of combination can be achieved by any learner through the recognition of prior learning, which includes learning outcomes achieved through formal, informal and non-formal learning and work experience. The exit-level outcomes and the related unit standards may also be achieved through the recognition of prior learning.

    Access to the Qualification:

    There are no access limitations on any learners or classes of learners for this Qualification, besides the recommendations in the learning assumptions outlined above.

    The qualifying learner will achieve this Qualification by complying with the following rules of combination for the accumulation of credits:

  • Elective Unit Standards to achieve minimum credits, 18 credits

  • EXIT LEVEL OUTCOMES

    ASSOCIATED ASSESSMENT CRITERIA 
    1.
  • Texts are drafted and edited for specific workplace purposes, audiences and contexts to communicate with internal and external Immigration Service role-players.
  • Accessed information is processed, re-organised and synthesized in order to present it in the provision of Immigration Services.
  • The communication activities and programmes of the Department of Home Affairs are planned, co-ordinated and reviewed according to departmental procedures.
  • Professional team conduct is maintained through internal and external client relations established on client service techniques for Immigration Services.

    2.
  • Research on terminal and chronic illnesses such as HIV/Aids on Immigration Service provision is conducted in terms of its the impact on the Department of Home Affairs.
  • The code of good practice by the Department of Labour, the "King Codes" and the legal framework in relation to HIV/AIDS are applied in the management of an Immigration Service Centre.
  • The learning requirements for individuals and teams are analysed and organized followed by assessment and feedback on performance according to departmental requirements.
  • Group training and learning activities are planned, prepared for and facilitated according to departmental quality assurance requirements.

  • The core ethical values and professional standards contained in legislation and codes and areas of ethical conflict are explained according to public sector requirements.
  • Receive, record and respond to complaints according to organizational directives.
  • The nature and positive consequences of diversity of individuals and groups in the context of Immigration Service Centre environment are explained with examples.
  • Potential risk factors and the impact thereof are identified and documented to develop, test and monitor continuity plans in terms of departmental procedures.
  • Performance standards and monitoring systems are established, recorded and documented before the performance review interview is conducted and agreed actions are signed according to departmental procedures.

  • The budget needs of an Immigration Service Centre are analysed against the business plan and the estimated cost breakdown is calculated in terms of departmental processes.
  • The proposed budget is presented, justified and after approval the actual expenses and revenue are monitored and controlled against projected expenses and revenue according to departmental rules and regulations.
  • Principles, rules and regulations outlined in the Public Finance Management Act are applied to financial administration at an Immigration Service Centre.
  • Electronic and manual record keeping systems at the Immigration Service Centre are created, maintained and updated in accordance with departmental requirements for the Movement Control System, Visa and entry stop lists and the Population Register.
  • The administration of Immigration fines is monitored and evaluated according to departmental procedures and the Immigration Act and its regulations.
  • The procurement and purchase of assets and stock are administered and controlled in accordance with the Provisioning and Administration Code of the Department of Home Affairs.

  • Immigration Services related legislation, policies, International agreements and Regional conventions are interpreted and applied according to these instruments and departmental procedures.
  • The International and Regional factors that impact on human migration and the plight of marginalized, "at risk" and vulnerable individuals and groups are explained in the South African context.
  • The provision of Immigration Services to refugees, victims of human trafficking and individuals and groups with special needs is managed according to National, Regional and International instruments.
  • General principles of criminal law are applied in the investigation of an Immigration related crime in the South African context.
  • An understanding of the purpose and application of the various codes of good practice and schedules in terms of the Labour Relations Act is demonstrated in the management of a Immigration Service Centre.

  • The validation, processing of travel documents and security checks are performed to provide a person with authority at a South African port of entry according to departmental policies and procedures.
  • Profiling of applicants at a South African port of entry, taking into account factors, is compiled according to legal requirements and departmental procedures.
    Range: Factors refer to behaviour, appearance, routes and country of origin.
  • Evidence related to Immigration offences is collated, compiled and presented in a court of law to ensure successful prosecution according to legal requirements and departmental procedures.
  • An investigative interview is planned, prepared and conducted with a suspect/witness in terms of the P.E.A.C.E. model and related legal requirements.
  • Advanced driving skills and techniques are applied in defensive and offensive situations to reduce risks and improve driving ability in the provision of Immigration Services.

    Integrated assessment

    Integrated assessment at the level of qualification provides an opportunity for learners to show that they are able to integrate concepts, ideas and actions across unit standards to achieve competence that is grounded and coherent in relation to the purpose of the qualification. Integrated assessment should show how already demonstrated competence in individual unit standards can be linked and applied for the achievement of a holistic outcome as described in the exit-level outcomes.

    Integrated assessment must judge the quality of the observable performance, and also the quality of the thinking that lies behind it. Assessment tools must encourage learners to give an account of the thinking and decision-making that underpin their demonstrated performance. Some assessment practices will demand practical evidence while others may be more theoretical, depending on the type of outcomes to be assessed. The ratio between action and interpretation is not fixed, but varies according to the demands of the particular exit-level outcome of the qualification.

    While the generic component of this qualification at NQF Level 5 can be assessed through occupational contexts and activities relating to Immigration Service Centre Management, care must be taken in both the learning programme and the assessment to ensure that these foundational skills are portable. The primary aim of this qualification is to ensure that learners build on the base of the Further Education and Training Band to prepare them for the Higher Education and Training Band competencies, whatever career path they may choose. Learners must be able to transfer generic skills across a number of different contexts, and apply them within a number of learning areas.

    A broad range of task-orientated and theoretical assessment tools may be used, with the distinction between practical knowledge and disciplinary knowledge maintained so that each takes its rightful place. 

  • INTERNATIONAL COMPARABILITY 
    This National Certificate in Immigration Services is based on the competencies needed by the management personnel functioning in Immigration Service Centres of the Department of Home Affairs. This qualification is particular to the needs of the Immigration personnel, it is intended to develop and enhance the successful learners' knowledge and abilities to provide Immigration Services to International standards.

    A study of a number of programmes found that most countries tailor-make programmes to focus on specific areas and such programmes normally last between two to seven days. One such programme is offered at Wits University. These areas of learning include International and National Frameworks, Migration and Social Policy. Possible reasons for this inclusion are:
  • Immigration training is restricted to technical rather than academic training. Most managers of Immigration Centres usually have qualifications in a management.
  • Courses for Immigration staff are often short courses and workshops that do not count towards formal qualifications.

    The International Law Enforcement Academy (ILEA), based in Gabarone, Botswana offers training courses on law enforcement in Southern Africa. Botswana, Kenya, Malawi, Tanzania, Uganda, Zambia and South Africa have aspects of their training needs for Immigration officials met here. This programme includes training on land border interdiction and anti-trafficking measures.

    Internationally available qualifications for Immigration officials cover the aspects of law enforcement and border control. However, no qualifications that focus on the management of Immigration Service Centres were found. 

  • ARTICULATION OPTIONS 
    The possibility exists for horizontal articulation with this qualification. Examples of horizontal articulation:
  • National Certificate: Port Control and Admissions at NQF level 5 (NLRD ID: 50419).
  • National Certificate: Immigration Law Enforcement at NQF level 5 (NLRD ID: 50418).

    An example of vertical articulation with this qualification:
  • Advanced Certificate: Mission Administration at NQF level 6 (NLRD ID: 48762). 

  • MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal Moderation of assessment.
  • Moderation should encompass achievement of competence described in both individual Unit Standards as well as the integrated competence described in the qualification.
  • Moderation must also encompass achievement of the competencies described in the exit level outcomes described above. 

  • CRITERIA FOR THE REGISTRATION OF ASSESSORS 
  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a qualification in the field of Law, Military Science and Security or the sub-field of Safety in Society at a minimum of NQF level 6.
