PURPOSE OF THE UNIT STANDARD 
A learner accredited with this standard will be able to demonstrate applied competence in breaking bulk and packaging, and packaging and grouping. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
It is assumed that the learner has the following knowledge and skills:
  • Mathematical Literacy at NQF Level 2.
  • Communication at NQF Level 2. 

  • UNIT STANDARD RANGE 
    The applied competence expressed in this standard covers largely familiar procedures and techniques requiring a range of familiar innovative responses based on informed judgement and interpretation of available information by the learner. The learner is largely responsible for ensuring the quality of allocation, packaging and grouping of freight within a wide range of operational contexts. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Implement separation and packaging techniques and materials. 
    OUTCOME RANGE 
    Implement separation and packaging techniques and materials giving cognisance to freight type, category, inherent vice, storage conditions, mode of transport, customer requirements and current legislation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The requirements pertaining to separation, packaging materials and techniques required for particular product types are explained in terms of legislation and organisational policies. 
    ASSESSMENT CRITERION RANGE 
    Legislation requirements refers to but is not limited to:
  • Occupational Health and Safety Act 85 of 1993.
  • Hazardous and Substance Act (Act no 15 of 1973).
     

  • ASSESSMENT CRITERION 2 
    The consequences of failure to consistently apply product knowledge, packaging techniques and choice of materials are explained in terms of impact on the organisation, products and clients. 

    ASSESSMENT CRITERION 3 
    Packaging materials and techniques are selected and applied for different product types in accordance with organisational policies. 

    ASSESSMENT CRITERION 4 
    Types of freight are identified in accordance with customer requirements, product inherent vice, storage conditions and transportation. 

    SPECIFIC OUTCOME 2 
    Select a clean, suitable and unrestricted working area. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A suitable working area for breaking of bulk and conducting packaging and grouping activities is selected in accordance with organisational prescripts. 

    ASSESSMENT CRITERION 2 
    Different products under different conditions are labelled in accordance with organisational prescripts. 

    ASSESSMENT CRITERION 3 
    A plan or diagram for a working area is compiled in line with company procedures. 

    ASSESSMENT CRITERION 4 
    Safe working procedures and house keeping are identified and applied in the working area. 

    SPECIFIC OUTCOME 3 
    Ensure the correct identification and placement of freight groupings. 
    OUTCOME RANGE 
    Ensure the correct identification and placement of freight groupings prior to distribution, within a defined storage area.

    Different type of products are categorised according to product groupings.

    The legislation and/or requirements pertaining damaged materials are explained in line with work procedures.

    What constitutes reusable packaging material, and what stage of disrepair such material would constitute waste, and possible ways to reduce waste is explained according to organisational policies.

    Measures to recycle waste or spillage are explained in accordance with organisational policies. 

    SPECIFIC OUTCOME 6 
    Assess the picking or loading order, selection and grouping of orders.

    Group freight is picked, allocated and assessed in accordance with customer requirements.

    The procedures for loading and transport of materials is explained in accordance with organisational policies.

    A delivery schedule for delivering of materials are compiled in accordance with organisational policies.

    Ensure the security and safe working procedures required. 
    OUTCOME RANGE 
    Ensure that security and safe working procedures required for specific product types (e.g. flammable products, temperature-controlled product) are in place. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Security and safe working procedures are identified according to organisational requirements and legislation. 

    ASSESSMENT CRITERION 2 
    Security and safe working procedures are explained in accordance with organisational requirements and legislation. 

    ASSESSMENT CRITERION 3 
    An implementation plan for a security system is compiled to meet organisational requirements and Legislation.

  • UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this unit standard must be accredited by the Freight Handling Chamber of the Transport SETA and/or relevant ETQA.

    3. Moderation of assessment will be done by the relevant ETQA at its discretion. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The learner can understand, explain and apply:

    1. Documentation procedures pertaining to packaging and grouping required in terms of company policy, and applicable regulations and legislation (e.g. Customs and Excise regulations).

    2. Legislation, regulations or codes governing the safe and acceptable packaging and grouping of products (e.g. Occupational Health and Safety Act, IMO Codes).

    3. Product characteristics to prevent contamination and damage to freight and environment.

    4. National and international packaging/separation/grouping techniques, specifications and standards (e.g. size of pallet vs. freight size and weight).

    5. Labelling information (e.g. safety data sheets) and the implications thereof handling specific freight (e.g. hazardous/dangerous chemicals) together with the requirements for and access to labelling of packaged freight (safety signs and handling instructions)(In terms of bulk shipments -IMO certificate). 


    Critical Cross-field Outcomes (CCFO): 

    UNIT STANDARD CCFO DEMONSTRATING 
    Demonstrate initiative in selection of appropriate manual handling/equipment and technology used in packaging, wrapping and grouping freight into loads (e.g. containers, pallets etc) to prevent loss/damage to freight.

    Demonstrate initiative in ensuring that good housekeeping practice is evidenced in the selected working area utilised for grouping and packaging activities.

    Demonstrate initiative in selecting the most efficient and safe packaging material and technique for non-standard items.

    Demonstrate initiative in selecting and applying effective methods to reduce/recycle:
    a. Waste, spillage and
    b. Costs of packaging/separation materials.

    Demonstrate initiative in the application of current legislation with respect to the:
    a. Recognition, interpretation and use of national and international signs and symbols e.g. IMO certificates
    b. Safe packaging and grouping of freight.

    Demonstrate initiative in the application of product knowledge and selection of separating techniques for incompatible products.
