PURPOSE OF THE UNIT STANDARD 
This unit standard provides learners with the competencies to comprehend the legislative requirements and the operation of breath alcohol equipment for law enforcement purposes. The competency in the use of the breath alcohol equipment is increasing rapidly as South Africa endeavours to reduce the carnage on the roads and save lives.

Learners credited with this unit standard will be able to:
  • Demonstrate knowledge of the legislation governing the use of the evidential breath alcohol equipment.
  • Operate the breath alcohol test equipment during law enforcement operations.
  • Demonstrate knowledge and understanding of the evidence used in regard to the equipment in a criminal trial.

    It is assumed that a learner will be competent in:

    UNIT STANDARD RANGE 
    This unit standard focuses on evidential breath testing equipment which has been approved by the South African National Standards (SANS) and relevant legislation. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Demonstrate knowledge of the legislation and regulations governing the use of evidential breath alcohol test equipment. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The principles and legislation relating to "Driving under the influence of intoxicating liquor or drugs having narcotic effect" are explained. 

    ASSESSMENT CRITERION 2 
    The preconditions for the use of the equipment and for testing persons under the influence of intoxicating liquor or drugs having narcotic effect are explained giving specific examples. 

    ASSESSMENT CRITERION 3 
    The legal limits pertaining to intoxicating liquor or drugs having a narcotic effect for ordinary and professional drivers are listed in accordance with the legislative framework. 

    SPECIFIC OUTCOME 2 
    Demonstrate knowledge and use of the equipment used for breath alcohol testing. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The use, maintenance and calibration of breath testing equipment is explained and demonstrated in accordance with the manufacturer's instructions and workplace procedures. 

    ASSESSMENT CRITERION 2 
    The time-frames during procedures for evidential breath testing are explained in accordance with the legislative framework. 

    ASSESSMENT CRITERION 3 
    The period before testing for breath alcohol is explained in accordance with the legislative framework, giving examples. 
    ASSESSMENT CRITERION RANGE 
    Examples include but are not limited to alcohol mouth sprays, medicinal juice, drops, smoking.
     

    ASSESSMENT CRITERION 4 
    The importance of conducting every operation or test according to legislation and codes of practice are explained with reference to the implications of non-compliance. 

    ASSESSMENT CRITERION 5 
    The prosecution guidelines relevant to breath alcohol enforcement are explained in accordance with the legal framework. 

    SPECIFIC OUTCOME 3 
    Operate and conduct a breath alcohol test using the legally approved breath alcohol testing equipment. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    An enforcement operation is planned and organised according to standard operating procedures. 

    ASSESSMENT CRITERION 2 
    Equipment is set up for evidential breath alcohol testing during an enforcement operation according to manufacturer's specifications and standard operating procedures. 

    ASSESSMENT CRITERION 3 
    Drivers of vehicles are stopped in accordance with legislation and standard operating procedures. 

    ASSESSMENT CRITERION 4 
    Process is explained to drivers and equipment is used in accordance with the manufacturer's specification and standard operating procedures. 

    ASSESSMENT CRITERION 5 
    All documentation is completed and necessary information obtained for evidential purposes.

  • An individual wishing to be assessed against the unit standard (including through Recognition of Prior Learning) may apply to an assessment agency, assessor or provider institution accredited by the relevant Education and Training Quality Assurance body (ETQA), or one with an appropriate memorandum of understanding (MOU) with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or one with an appropriate MOU with the relevant ETQA.
