PURPOSE OF THE UNIT STANDARD

This unit standard reflects the need to determine the fitness and road-worthiness of light motor vehicles the Tare/ Gross Vehicle Mass (GVM)/ Gross Combination Mass (GCM) of which does not exceed 3500kg and all classes of motor cycles and motor tricycles including a tractor, mobile industrial and agricultural equipment.

It provides the learner with competence required to access employment within vehicle test centres and at registering authority. This also provides the learner with the flexibility to pursue different careers in the broader road transportation environment.

Application of the competencies attained through this unit standard will contribute towards the prevention of accidents and reduction of road maintenance cost. Unroadworthy vehicles and vehicles that do not conform to the National Road Traffic Act and Regulations as well as national standards contribute to the serious problem of maintaining road safety on South African roads. Competent vehicle fitness evaluation will contribute to minimising traffic-related costs thereby improving the South African economy.

This unit standard also allows for transformation with the traffic policing profession, as learners become models for other learners. This attracts quality people and allows for the aspirations of people to be part of the traffic policing profession. The recognition of prior learning will formalize informal and non-formal learning and learners will be able to obtain credits towards a national qualification.

Learners credited against this unit standard are capable of:

Identifying vehicles based on vehicle descriptors as required by law, classes of vehicles as described in the law, and relevant legal parameters.

Performing systematic vehicle tests and examination in order that vehicles comply with legal requirements and to promote safety for other road users.

Identifying possible defects and problems on vehicles through effective visual or electronic testing of any vehicles.

Certifying the road-worthiness of vehicles, based on examination and testing results.

Creating official records in order to prevent unroadworthy vehicles from entering the traffic system.

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING

It is assumed that a learner will be competent in:

Communication at NQF Level 3.

Computer literacy NQF Level 3.

Mathematical literacy NQF Level 3.

Drive light motor vehicles (Code EB) and all classes of motor cycles and motor tricycles (Code A).

Demonstrate knowledge and understanding of basic vehicle components.

UNIT STANDARD RANGE

Applicable light motor vehicles in this unit standard refers to light motor vehicles the Tare/GVM/GCM of which does not exceed 3500kg and all classes of motor cycles and motor tricycles including a tractor, mobile industrial and agricultural equipment.

Vehicle fitness assessment includes tests, inspections and pit inspections. Vehicle fitness examination involves:

Determining braking ability of light motor vehicles the Tare/GVM/ GCM of which does not exceed 3500kg through the effective utilization of electronic equipment.

Determining the seating capacity of light passenger carrying vehicles the Tare/GVM/ GCM of which does not exceed 3500kg through effective calculations and use of equipment.

Determining plating information through effective use of the applicable SABS codes, the National Road Traffic Act and electronic equipment for trailers of which the Tare/ GVM/ GCM of which does not exceed 3500kg.

Measuring light motor vehicles the Tare/ GVM/ GCM of which does not exceed 3500kg and all classes of motor cycles and tricycles, including a tractor, mobile industrial and agricultural equipment for dimensions and projections through effective use of applicable legislation.

Testing light motor vehicles the Tare/ GVM/ GCM of which does not exceed 3500kg and all classes of motor cycles and tricycles, including a tractor, mobile industrial and agricultural equipment instrumentation and controls.

Inspections carried out around and inside vehicles.

Irregularities, discrepancies and defects include, system components that are not visible, not existing, obscured, or tampered with. They could relate to engine, chassis, suspension, drive train, electronic system, wheels, braking system, lights, steering mechanism, alignment, and/or shock absorber irregularities, discrepancies and defects.

Recording formats could include prescribed forms, registers, files.

Assessment of the different systems of vehicles according to requirements should include road tests in order to ensure that vehicles are roadworthy.
