PURPOSE OF THE UNIT STANDARD 
This unit standard is for horse handlers in the field of law enforcement especially in a policing environment who need to execute policing functions and tasks with horses in dangerous situations. The learners will also be able to assess the situation in a controlled scenario, move tactically in an urban environment and overcome obstacles in an urban environment with climbing techniques. They will also be able to use a horse by employing tactical techniques in a controlled scenario and handle incidents related to a horse.

The qualifying learner will be capable of:
  • Assessing the situation.
  • Moving and crossing tactically in an urban environment.
  • Handling incidents related to the tactical use of a horse.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The threat is evaluated in relation to safety of self, others and the horse. 
    ASSESSMENT CRITERION RANGE 
    Threats include, but are not limited to:
  • Crime that was committed, the presence of the suspect, bystanders, and infrastructure of buildings.

    The most appropriate movement option is selected from a range of movement options for a given situation.

  • Back up, immediate actions, tactics and safety factors.

    Legal considerations are evaluated in terms of their application in a given context.

    ASSESSMENT CRITERION 1 
    Equipment suitable for a given situation is selected according to its uses and protection. 
    ASSESSMENT CRITERION RANGE 
    Equipment includes, but is not limited to:
  • Firearms, body armor and horse baton.
     

  • ASSESSMENT CRITERION 2 
    Verbal encouragement techniques are used to prepare the horse for tactical movements. 

    ASSESSMENT CRITERION 3 
    Tactical movement techniques are demonstrated in accordance with relevant safety for oneself, others and the horse. 
    ASSESSMENT CRITERION RANGE 
    Tactical considerations include, but is not limited to:
  • Firearm is held in tactical position optimal use of cover, optimal use of shadows, danger zones and situations, silhouette forming is prevented, peeping around objects is practiced before moving into new area, external noise is utilized to compliment movement, personal equipment is secured to prevent noise and element of surprise.
     

  • ASSESSMENT CRITERION 4 
    Natural and artificial aids are used to demonstrate appropriate tactical crossing and encouraging techniques for a given situation. 
    ASSESSMENT CRITERION RANGE 
    Tactical crossing techniques includes, but is not limited to:
  • Jumping over with a horse, leading and riding over, under and through obstacles.
     

  • ASSESSMENT CRITERION 5 
    Control over an equine is demonstrated through the use of relevant equipment and communication techniques. 

    SPECIFIC OUTCOME 3 
    Handle incidents related to the tactical use of a horse. 
    OUTCOME RANGE 
    Incidents includes, but is not limited to:
  • Tactical related incidents, injuries to persons or horses and damage to private and public property. 

  • ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The nature of the incident is evaluated and actions recommended are appropriate to resolve the situation in the most amicable manner. 

    ASSESSMENT CRITERION 2 
    Role-players needed for assistance are identified according to the severity of the incident. 
    ASSESSMENT CRITERION RANGE 
    Role-players include, but are not limited to:
  • Senior officials attending incident reports.
     

  • ASSESSMENT CRITERION 3 
    First aid is provided as necessary in accordance with to the severity of the injury. 

    ASSESSMENT CRITERION 4 
    Report and referrals pertaining to the incident are completed according to organizational procedures and have sufficient detail to facilitate further investigation into the incident and or accident. 

    ASSESSMENT CRITERION 5 
    A horse related incident is managed within a controlled law enforcement environment. 

    ASSESSMENT CRITERION 6 
    Methods of handling injuries caused by or sustained by the horse are employed that provide maximum protection to the injured party. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the Unit Standard as well as the integrated competence described in the purpose of the Unit Standard.
