PURPOSE OF THE UNIT STANDARD 
This Unit Standard is for learners in the safety in society environment and more specially the law enforcement environment that will be able to use a horse in crowd management operations. This Unit Standard will also enable learners to identify the need for the use of horses, controlling horses and using equipment during crowd management activities.

The qualifying learner will be capable of:
  • Explaining the use of horses in crowd management.
  • Controlling a horse during crowd management activities.
  • Using safety equipment.
  • Applying crowd management techniques using a horse.

    SPECIFIC OUTCOME 1 
    Explain the use of horses in crowd management. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The purpose of using a horse in crowd management is explained in line with the applicable legal framework. 
    ASSESSMENT CRITERION RANGE 
    Crowds includes, but is not limited to:
  • Peaceful crowd or march, unlawful gathering and violent crowd.
     

  • ASSESSMENT CRITERION 2 
    Organizational policies and procedures are evaluated in relation to the use of horses in crowd management situations. 

    ASSESSMENT CRITERION 3 
    The use of horses as a tool in crowd management applications are assessed in terms of the current Criminal Procedure Act. 

    ASSESSMENT CRITERION 4 
    The impact of temperament and attitude of horse and rider is explained in terms of the effect on crowd management situations.

    Control a horse during crowd management activities.

    The behaviour of horses is assessed in relation to crowd management activities. 

    ASSESSMENT CRITERION 2 
    Reasons for remaining calm and avoiding physical contact with the crowd is explained in relation to handling a horse in crowd management situations. 

    ASSESSMENT CRITERION 3 
    The control of the reins is demonstrated in a specific crowd management scenario. 

    ASSESSMENT CRITERION 4 
    Ways of obtaining responsive actions and patterns of obedience from a horse is described in relation to the level of compliance of the crowd. 

    ASSESSMENT CRITERION 5 
    The assessment and placement of a crowd management troop are assessed in line with the level of compliance of the crowd in a given scenario. 

    SPECIFIC OUTCOME 3 
    Use safety equipment in crowd management.

    ASSESSMENT CRITERION 1 
    Types of crowd management equipment are evaluated in terms of safety precautions for horse and rider. 

    ASSESSMENT CRITERION 2 
    The use of crowd management equipment is demonstrated according to accepted protocols within a given scenario. 

    ASSESSMENT CRITERION 3 
    The care for equipment ensures serviceability of equipment. 

    ASSESSMENT CRITERION 4 
    The conditions under which crowd management equipment can be used are described in terms of current legislative prescripts. 

    ASSESSMENT CRITERION 5 
    The use of authority presence is explained and demonstrated within a given crowd management scenario. 

    SPECIFIC OUTCOME 4 
    Apply crowd management techniques using a horse.

    ASSESSMENT CRITERION 1 
    Communication with the crowd is maintained in accordance with relevant operational procedures. 

    ASSESSMENT CRITERION 2 
    Reasons for ensuring an escape route are explained for dispersing crowds in accordance with organisational procedures. 
    ASSESSMENT CRITERION RANGE 
    Escape route includes, but is not limited to:
  • Disperse or escape by the crowd and riders.
     

  • ASSESSMENT CRITERION 3 
    Different crowd management techniques are demonstrated with the assistance of horses that are appropriate to the situation. 
    ASSESSMENT CRITERION RANGE 
    Crowd management techniques include, but are not limited to:
  • Canalizing, blocking, encircle, pushing back, dispersing, isolations and "in the troop".
     

  • ASSESSMENT CRITERION 4 
    Reasons for maintaining formations while on horseback are described in terms of the effectiveness of team work. 

    ASSESSMENT CRITERION 5 
    Methods of gaining access into the crowd are described in terms of their advantages and disadvantages. 
    ASSESSMENT CRITERION RANGE 
    Methods include, but are not limited to:
  • "In the troop", use another horse and perusing entrance.
     

  • ASSESSMENT CRITERION 6 
    Non verbal commands and signs are explained and demonstrated in a given context.

  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the unit standard as well as the integrated competence described in the purpose of the unit standard.
