PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners to demonstrate their abilities to apply knowledge and skills to plan, conduct and evaluate the use of horses for urban patrols. This unit standard will enable learners to plan an urban patrol with a horse, assess aspects related to urban patrols, execute a patrol using a horse and evaluate actions to avoid in horse use. They will also know how to arrest and deal with a suspect from horseback.

The qualifying learner will be capable of:
  • Planning an urban patrol using a horse.
  • Assessing requirements for an urban patrol using a horse.
  • Executing an urban patrol using a horse.
  • Arresting suspects while on horseback.

    SPECIFIC OUTCOME 1 
    Plan an urban patrol using a horse. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The purpose of the patrol is evaluated in terms of how it can be enhanced through the use of horses. 
    ASSESSMENT CRITERION RANGE 
    Horse patrols include, but is not limited to:
  • Ensuring of visibility and effective crime prevention.
     

  • ASSESSMENT CRITERION 2 
    The work environment of patrols is described in terms of effectiveness and efficiency. 

    ASSESSMENT CRITERION 3 
    Ways of building and maintaining good relationships with communities are explained in line with community policing principles. 

    ASSESSMENT CRITERION 4 
    The movements of criminals and shifting of crimes are evaluated in terms of how the use of horses can assist in leading to a safer environment. 

    ASSESSMENT CRITERION 5 
    The provision of rations for horses is determined in line with the time allocated for the patrol.

  • Cater for water and feed during patrols on strategic points.

    Respect for private/public property and access to property are evaluated in terms of mounted policing practices.

    Places and routes of patrolling are evaluated in terms of safety precautions.

    The dress code for riders is described in line with the purpose of the patrol. 
    ASSESSMENT CRITERION RANGE 
    Dress code requirements include, but is not limited to:
  • Professional image (neat and clean), the use of reflective and protective clothing.
     

  • ASSESSMENT CRITERION 2 
    Salute and honour presentation is conducted in terms of organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    The use of horses during patrols is demonstrated in accordance with organizational policies and procedures. 

    ASSESSMENT CRITERION 4 
    The speed and frequency of patrolling are evaluated in terms of the purpose of the patrol. 
    ASSESSMENT CRITERION RANGE 
    Speeds of patrol includes, but is not limited to:
  • Walking pace, trot and canter.
     

  • ASSESSMENT CRITERION 5 
    Communication methods while on horse back are demonstrated as appropriate for a given scenario. 

    ASSESSMENT CRITERION 6 
    Reasons for conducting patrol in pairs are described in terms of its effectiveness on the patrol. 

    ASSESSMENT CRITERION 7 
    The safe usage of weapons on the ground and from horse back is demonstrated as appropriate for a given scenario. 
    ASSESSMENT CRITERION RANGE 
    Weapons include, but are not limited to:
  • Side arms, pepper spray and battons.

    Arrest suspects while on horseback. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Ways of controlling a horse during the arresting of a suspect are described in terms of horse handling skills. 
    ASSESSMENT CRITERION RANGE 
    Arrest procedures include, but are not limited to: identifying, isolating, arrest and detention while on horseback.
     

    ASSESSMENT CRITERION 2 
    The legal prescripts are evaluated in terms of arresting suspects. 

    ASSESSMENT CRITERION 3 
    Ways of transporting suspects after an arrest are described in terms of safety requirements. 

    ASSESSMENT CRITERION 4 
    Arresting and dealing with suspects are demonstrated in pairs within a controlled environment. 

    ASSESSMENT CRITERION 5 
    The need of calling for assistance after the arrest of suspects is explained in terms of transporting a suspect. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
