PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to explain the functions and responsibilities of internationally recognised organisations concerned with shipping and will be able to implement those actions in the event of an oil spill or other pollution emergency. They will also be able to contribute to the protection, preservation of the marine environment by identifying the maritime environmental zones regarding the disposal of garbage and other waste at sea and understand the methods for the disposal of garbage and other waste at sea with reference to the various zones.

The qualifying learner is capable of:
  • Identifying organisations concerned with shipping.
  • Explaining action to be taken in the event of an oil spill or other pollution emergency.
  • Explaining elementary information relating to the protection and preservation of the marine environment.
  • Explaining the maritime occupational safety regulations.

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • This unit standard refers to the Maritime legislation that deals with oils spills and environmental safety specifically as it pertains to inshore vessels.
  • Vessels may include any commercial vessel engaged in port operations activities, near coastal voyages and operating in limited and unlimited waters.

    ASSESSMENT CRITERION 1 
    The functions and responsibilities of internationally recognised organisations concerned with shipping are explained in terms of their mandates. 
    ASSESSMENT CRITERION RANGE 
    The internationally recognised organisations concerned with shipping may include but is not limited to flag state administrations, International Maritime Organisation (IMO) and classification societies.
     

    ASSESSMENT CRITERION 2 
    The practical implications of legislation emanating from government agencies are explained in terms of their impact on vessels and crew. 
    ASSESSMENT CRITERION RANGE 
  • Practical implications may include but are not limited to fines, arrest, impounding and loss of income.
  • Legislation includes but is not limited to rules, regulations and codes from Maritime legislation and maritime publications.
     

  • ASSESSMENT CRITERION 3 
    The application of international and flag state rules, regulations and codes to ships are explained with maritime and industry sector specific examples. 

    SPECIFIC OUTCOME 2 
    Explain action to be taken in the event of a pollution emergency.

    The shipboard contingency plan for an oil spill is explained with maritime and industry sector specific examples. 

    ASSESSMENT CRITERION 2 
    The implementation requirements of the shipboard pollution emergency plan are explained according to the current international pollution convention in order to preserve the marine environment. 
    ASSESSMENT CRITERION RANGE 
    The current international pollution convention may include but is not limited to an elementary knowledge of the MARPOL Convention pertaining to oils spills and environmental safety.
     

    ASSESSMENT CRITERION 3 
    Methods to rapidly assess an oil spill or pollution emergency is explained with maritime and industry specific examples. 

    ASSESSMENT CRITERION 4 
    The procedure for containing an oil spill/pollution is explained using appropriate procedures, techniques and equipment. 

    ASSESSMENT CRITERION 5 
    The emergency oil spill locker and the equipment are identified in terms of what will be found therein. 

    ASSESSMENT CRITERION 6 
    The function of each item in the emergency locker is explained with examples of their usage. 

    ASSESSMENT CRITERION 7 
    Appropriate equipment to control an oil spill or pollution incident is explained with special reference to quick response. 

    ASSESSMENT CRITERION 8 
    An oil spill report is generated from a given scenario according to shipboard and organisational requirements.

    Explain elementary information relating to the protection and preservation of the marine environment.

    ASSESSMENT CRITERION 1 
    Maritime environmental zones regarding the disposal of garbage and other waste at sea are identified in accordance with official maritime publications. 

    ASSESSMENT CRITERION 2 
    Methods for the disposal of garbage and other waste at sea are explained with examples and reference to the various zones. 

    ASSESSMENT CRITERION 3 
    The consequences of not dealing correctly with the disposal of garbage and other waste at sea are explained with examples of their impact on the environment and the vessel. 

    ASSESSMENT CRITERION 4 
    Current pollution regulations are explained in order to establish applicability. 

    SPECIFIC OUTCOME 4 
    Explain the maritime occupational safety regulations. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The requirements of the Code of Safe Working Practices are explained with maritime sector specific examples. 
    ASSESSMENT CRITERION RANGE 
    Code of Safe Working Practices will include the Code of Safe Working Practices for Fishing Vessels or for the Greater Maritime Industry.
     

    ASSESSMENT CRITERION 2 
    The consequences of not observing the requirements of the applicable Code of Safe Working Practices are explained with examples of their impact. 

    ASSESSMENT CRITERION 3 
    Communication requirements with the vessel's safety officer are explained with maritime sector specific examples. 

    ASSESSMENT CRITERION 4 
    The master and ship's officers' duty is explained with reference to maintaining on board occupational safety standards.

    Occupational safety requirements for seamen are explained with examples of how these are applied in the course of their routine duties.
