PURPOSE OF THE UNIT STANDARD 
The learner credited with this unit standard will be able to deal with human relationships and play a role in emergency and pollution prevention procedures aboard ship in a safe and disciplined fashion contributing to the learner achieving the SAMSA (seagoing maritime legislated) licensing requirements for the specific seagoing maritime sector.

The qualifying learner will be capable of:
  • Taking appropriate action when encountering an emergency.
  • Describing precautions to prevent pollution of the marine environment.
  • Observing safe working practices.
  • Describing relationships on board ship. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this Unit Standard will have demonstrated competence in:
  • Communication at NQF Level 2 or equivalent.
  • Mathematical Literacy at NQF Level 2 or equivalent. 

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • Work must be carried out in accordance with the relevant maritime legislation, specifically the legislation dealing with PSSR.
  • Vessels may include any commercial vessel engaged in port operations activities, near coastal voyages and operating in limited and unlimited waters.

    Take action when encountering an emergency. 
    OUTCOME RANGE 
    The term emergency may include but is not limited to an actual perceived emergency or following emergency or muster signals in line with ship-board emergency and organizational procedures.

    Emergency and muster stations and the related specific duties are described with sector specific examples. 

    ASSESSMENT CRITERION 2 
    Muster and emergency signals are identified and described in relation to legal prescripts. 

    ASSESSMENT CRITERION 3 
    Emergency procedures appropriate to the type of emergency are conducted with specific reference to the related maritime legislation and the vessel's organizational procedures. 

    ASSESSMENT CRITERION 4 
    The various items of personal safety clothing and safety equipment are identified and described in terms of the designated muster or emergency. 

    ASSESSMENT CRITERION 5 
    The use of personal safety clothing and/or safety equipment is demonstrated as appropriate to the designated muster or emergency situation. 

    ASSESSMENT CRITERION 6 
    The various legislated emergency support systems of a vessel are described with maritime sector specific examples. 
    ASSESSMENT CRITERION RANGE 
    Emergency support systems will include but no be limited to the internal communication, alarm systems and emergency escape routes.
     

    ASSESSMENT CRITERION 7 
    The value of safety training, exercises and drills is discussed with maritime sector specific examples. 

    SPECIFIC OUTCOME 2 
    Describe precautions to prevent pollution of the marine environment.

    The mandatory compliance requirements are described in terms of the International Convention for the prevention of maritime pollution (MARPOL) and its amendments. 

    ASSESSMENT CRITERION 2 
    Marine environmental protection procedures are described with reference to the legislative framework. 

    ASSESSMENT CRITERION 3 
    The effects and consequences of operational or accidental pollution on marine ecosystems is described with maritime sector specific examples. Ship-board organizational plans and procedures for the controlled disposal of oily waste, tank washings and bilge water, sewage and garbage are described with maritime sector specific examples. 

    ASSESSMENT CRITERION 4 
    The various individual duties assigned as per the sector and organisation specific muster list are described. 

    SPECIFIC OUTCOME 3 
    Observe safe working practices.

    ASSESSMENT CRITERION 1 
    Observing safe working practices in accordance with internationally accepted standards and procedures and ship-board organizational procedures are described. 
    ASSESSMENT CRITERION RANGE 
    Safe working practices may include but are not limited to observation of safety rules, wearing and use of protective clothing and equipment.

    Observing safe working practices are demonstrated with maritime sector specific examples. 

    ASSESSMENT CRITERION 3 
    Measures to be taken for the prevention of accidents are explained with examples. 

    ASSESSMENT CRITERION 4 
    Possible consequences and penalties of unsafe practices are discussed with examples of their impact of the health and safety of personnel.

    Describe effective relationships on board ship.

    The importance of maintaining good human and working relationships aboard ship is described with sector specific examples.

    The impact of irresponsible behaviour or sub-standard work on the ship as a whole is described with maritime sector specific examples. 

    ASSESSMENT CRITERION 3 
    Individual rights and obligations are described with reference to general and sector specific maritime legislation and organisational policies. 
    ASSESSMENT CRITERION RANGE 
    The description of individual rights and obligations should include but not be limited to employment conditions, benefits and requirements.
     

    ASSESSMENT CRITERION 4 
    The dangers and consequences of substance abuse are explained. 
    ASSESSMENT CRITERION RANGE 
    Substance abuse should include but not limited to alcohol, medicinal and recreational drugs, inappropriate use of mind-altering substances such as glue and cough syrup.

  • An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA.
