PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to set up, evaluate the performance of radar and operate, interpret and analyse information obtained from radar with reference to the movement of other vessels in the area. Learners will also be able to use the radar as an aid to avoid collisions and use the radar in blind pilotage circumstances.

The qualifying learner is capable of:
  • Setting up and evaluating the performance of radar.
  • Operating, interpreting and analysing information obtained from radar with reference to the movement of other vessels in the area.

  • Using radar in blind pilotage circumstances.

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • This unit standard deals with conducting a safe passage using radar.
  • Work must be carried out in accordance with the relevant maritime regulations.
  • The vessel will be an under 24m vessel.
  • Evidence can be obtained using.
  • Radar simulation.
  • Charts, equipment manuals and error diagrams/tables.
  • The collision regulations, notices to mariners, marine notices, safety of navigation regulations, and radar performance specifications (IMO and marine notice).
  • Case studies from courts of marine enquiry and MARS reports.

    SPECIFIC OUTCOME 1 
    Set up and evaluate the performance of radar. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The procedure for setting up the radar is explained in terms of optimal performance and maintaining this performance. 

    ASSESSMENT CRITERION 2 
    Factors affecting performance are described in terms of their impact on accuracy. 

    ASSESSMENT CRITERION 3 
    Factors that could lead to misrepresentation of information by the radar set are identified in order to prevent misrepresentations occurring. 
    ASSESSMENT CRITERION RANGE 
    The main factors that can lead to misrepresentation of information on the radar display need to be identified include but are not limited to false echoes, sea return, racons and SARTS Search and Rescue Transponders.
     

    ASSESSMENT CRITERION 4 
    Information that has been misrepresented is identified from a range of data. 

    ASSESSMENT CRITERION 5 
    The correct range scale selected and used is in order to set up the radar for maximum performance. 

    SPECIFIC OUTCOME 2 
    Operate, interpret and analyse information obtained from radar with reference to the movement of other vessels in the area. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A recognised plotting technique is applied that results in the accurate determination of current movement of other ships and time to closest point of approach (TCPA) and closest point of approach (CPA). 

    ASSESSMENT CRITERION 2 
    The process of identifying the echoes of other ships is explained that are critical, plotting and determining of their CPA, TCPA, course and speed. 

    ASSESSMENT CRITERION 3 
    The effects of change of speed and/or course of own vessel is explained on the CPA and TCPA of other targets. 

    ASSESSMENT CRITERION 4 
    Changes in movement of target ships are detected on the radar. 
    ASSESSMENT CRITERION RANGE 
    Movement includes changes in speed and course.
     

    ASSESSMENT CRITERION 5 
    The correct range scale selected in order to determine actions to be taken. 

    SPECIFIC OUTCOME 3 
    Use radar as an aid to avoid collisions.

    ASSESSMENT CRITERION 1 
    The Regulations for Prevention of Collision are explained especially those regulations governing the use of radar in collision avoidance. 

    ASSESSMENT CRITERION 2 
    Actions are taken to avoid collision in terms of international maritime practices and norms. 

    ASSESSMENT CRITERION 3 
    A recognised plotting technique is implemented to determine the CPA (closest point of approach) and TCPA (time to closest point of approach) for the identified targets. 

    ASSESSMENT CRITERION 4 
    Radar performance issues are identified in order to plan avoidance action. 

    ASSESSMENT CRITERION 5 
    How the relevant Collision regulations are correctly applied is explained with examples.

    Use radar in blind pilotage circumstances.

    The use of blind radar must be the correct scale of chart is to be used. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    All relevant charts and publications are consulted for the specific area where blind pilotage is going to be performed choosing is demonstrated with reference to the manufacturer specifications, legislated requirements and industry norms and practices. 

    ASSESSMENT CRITERION 2 
    The correct scale of chart is selected for the specific area where blind pilotage is going to be performed. 

    ASSESSMENT CRITERION 3 
    A blind pilotage exercise is carried out utilising radar only.
