PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners who participate as swimming technical officials serving as timekeepers, judges, starters and referees. The acquisition of competence against this unit standard will add value to one's function, capability and an insight into swimming laws to enable them to perform their official responsibilities and duties effectively. Learners acquiring this unit standard will be able to fulfil their roles to ensure the fairest possible competition.

Practical experience will determine whether the learner can advance to continental and international level officiating duties.

The qualifying learner is capable of:
  • Interpreting and applying rules and procedures of swimming in a competition.
  • Assessing the environment for the swimming competition.
  • Using communication skills to communicate with swimmers and spectators.
  • Officiating at swimming competitions.

    It is assumed that the learner is competent in:
  • Communication at NQF Level 3.
  • Mathematical Literacy at NQF Level 3.

    It is also assumed that learners accessing this unit standard may have acquired subject matter expertise and experience in officiating.

    Interpret and apply rules of swimming in a competition.

    The philosophy, procedures and intent of the swimming rules are explained within the context of competition. 

    ASSESSMENT CRITERION 2 
    Protocols of swimming officiating are explained to ensure compliance by swimmers in relation to the rules and regulations during competition. 

    ASSESSMENT CRITERION 3 
    Knowledge of the rules of swimming is demonstrated in relation to a variety of contexts. 
    ASSESSMENT CRITERION RANGE 
    Variety of contexts refer to but are not limited to timekeeping, judging, starting and refereeing.
     

    ASSESSMENT CRITERION 4 
    The role of a technical official in a swimming competition is explained with examples. 

    ASSESSMENT CRITERION 5 
    The powers and duties of officials are explained within the context of FINA rules.

    Different swimming styles are identified and described with examples.

    The actions of the swimmers are observed in order to verify conformity with the rules and procedures.

    An assessment is conducted to determine the availability and adequacy of fully equipped first-aid treatment facilities at the venue.

    Safety elements at the swimming competition are observed in terms of the competition rules and procedures. 

    ASSESSMENT CRITERION 3 
    An assessment is conducted to determine the availability and competency of lifeguards on duty. 

    ASSESSMENT CRITERION 4 
    The importance of ensuring that warm-up exercises are undertaken by swimmers is explained with examples. 

    SPECIFIC OUTCOME 3 
    Use communication skills to communicate with swimmers and spectators.

    Various communication strategies applied in swimming are identified and explained within context. 

    ASSESSMENT CRITERION 2 
    Lines of verbal and visual communication around the pool before commencement of the event are established to ensure effective communication with officials, public and swimmers.

    Judgements are communicated at the appropriate time to relevant people according to rules and regulations of the competition.

    Officiate a swimming competition in a specific environment.

    Various levels of swimming competition are identified and described in terms of significance, prominence and differences.

    ASSESSMENT CRITERION 2 
    An understanding of procedures to effectively officiate a swimming competition is demonstrated with examples. 
    ASSESSMENT CRITERION RANGE 
    Procedures include but are not limited to timing procedures, equipment, judging procedures, check in and seeding procedures, starting procedures, instructions and recording procedures.
     

    ASSESSMENT CRITERION 3 
    Timing equipment used to start a swimming competition are described in terms of their uses and specific applicable rules. 
    ASSESSMENT CRITERION RANGE 
    Equipment refers to but is not limited to automatic officiating equipment such as starting mechanism, gun or horn. Automatic timing equipment refers to pressure-sensitive panels or touch pads installed at the end of each lane.
     

    ASSESSMENT CRITERION 4 
    Various electronic timing devices are operated under supervision. 
    ASSESSMENT CRITERION RANGE 
    Various electronic timing systems include but are not limited to video camera system, semi-automatic timing and automatic officiating equipment.
     

    ASSESSMENT CRITERION 5 
    Signals used by officials to communicate with swimmers and other participating officials are demonstrated with examples.

    Starting procedures are explained in terms of FINA rules.

    Starting positions are explained within context. 

    ASSESSMENT CRITERION 8 
    The place/position of each technical official participating in the arena is identified and described to ensure correct positioning.

    The competition is adjudicated firmly and fairly in accordance with the applicable rules and regulations.

    Disqualifications procedures are explained and applied in accordance with rules for reporting purposes. 

    ASSESSMENT CRITERION 11 
    Protests against judgment decisions are recorded for reporting purposes. 

    ASSESSMENT CRITERION 12 
    The results of the swimming competition are recorded and communicated to the recording office administrators/competition management for verification and confirmation. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise.
  • Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described in the qualification.

    Integrated Assessment:

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
