PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for people who first line responsibilities in social housing practices. People credited with this standard are able to identify and explain social housing concepts, principles and processes in terms especially regarding social purpose (e.g. affordability, community development, sustainability, location, etc.) and social dynamics (e.g. rights, roles, responsibilities, regulatory and conflict management processes and mechanisms).

Learners completing this unit standard will be competent in:
  • Explaining the concept of social housing.
  • Identifying and explaining the legislative framework for social housing in South Africa.
  • Identifying and explaining funding options for social housing.
  • Describing the guiding principles and structure of a social housing institution.
  • Identifying and explaining the social dynamics within a social housing complex.

    The concept of social housing is defined and explained in terms of its characteristics and social purpose. 
    ASSESSMENT CRITERION RANGE 
    Characteristics include but not limited to quality, location, tenure, affordability, participation.
     

    ASSESSMENT CRITERION 2 
    Different housing tenure options and delivery mechanisms for social housing are identified and described in accordance with social housing policy and applicable legislation.

    Delivery mechanisms include different housing subsidy schemes (e.g. institutional, consolidation, project-linked, developer driven, etc.) and delivery programmes (e.g. hostel redevelopment, social housing, people housing process, etc.).

    The purpose and strategic intent of the social housing is explained from a legislative framework and policy contexts.

    Implementation mechanisms and supporting resources for social housing provided for are identified and described in terms of social housing legislation.

Product refers to residential accommodation, tenure option, subsidised affordable housing and suitable location Institution refers to legal status, guaranteed tenant`s/member`s legal rights, sustainability (financially and institutional).

    Various kinds of legal structures are identified and described in terms of applicable legislation in order to select a possible legal structure for a social housing institutions.

    The organisational structure of all the legally allowed social housing institutions is described and explained with examples.

    The principal role-players in a social housing complex are identified and described in terms of their roles and responsibilities.

    The processes and mechanisms to regulate the relations between the role-players are identified and described with examples.

    Regulating processes and mechanisms include but not limited to types of contractual agreements, representative structures and communication channels.

    Potential types of conflict situations that may arise within a social housing complex are identified and explained with examples.

    Conflict resolution techniques and mechanisms are identified and selected in order to manage conflict. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA or HEQC.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA or HEQC.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or HEQC according to the ETQA or HEQC's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA or HEQC policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described in the qualification.

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
