PURPOSE OF THE UNIT STANDARD 
Learners credited with this Unit Standard will be able to explain the criteria for the application and renewal of licences for race horses as well as the renewal process for racing colours. Learners will also be able to explain the process for changing a jockey for a race and prepare and complete the required forms for the National Horseracing Authority (NHA). Learners will also be able to explain the procedure for lodging an objection and apply the process for moving race horses amongst export regions.

The qualifying learner is capable of:
  • Demonstrating an understanding of training agreements.
  • Processing pre-day and race day changes.
  • Completing National Horseracing Authority forms.
  • Explaining lodging an objection.
  • Demonstrating an understanding of export control of race horses.

    ASSESSMENT CRITERION 1 
    The nature of training agreements with various stakeholders is explained in given scenarios. 
    ASSESSMENT CRITERION RANGE 
    Various stakeholders may include but are not limited to horse owners, local racing operators, National Horseracing Authority and jockeys.
     

    ASSESSMENT CRITERION 2 
    The process of dealing difficulties is explained according to National Horseracing Authority rules. 

    ASSESSMENT CRITERION 3 
    Criteria for the application and renewal of licences for racing horses are explained in accordance with National Horseracing Authority rules.

    The application process for obtaining and renewing racing colours is implemented in a simulated situation.

    Restrictions on ownership of colours are explained with examples of their impact on owners.

    Circumstances which may result in a jockey change are explained according to National Horseracing Authority rules on time, equipment and jockey weight.

    A jockey change is implemented in a simulated scenario according to National Horseracing Authority rules.

    The consequences of not processing race day changes are explained with reference to possible ramifications.

    ASSESSMENT CRITERION 1 
    The various forms used by the National Horseracing Authority are identified and explained as the affect trainers and jockeys. 

    ASSESSMENT CRITERION 2 
    The correct form is selected according to its purpose from a range of NHA forms. 
    ASSESSMENT CRITERION RANGE 
    Forms may include but are not limited to registration of ownership lease, death of a horse, castration of a horse, notification of change, application for individual or partnership colours and declaration by sponsors.
     

    ASSESSMENT CRITERION 3 
    Forms are prepared containing all the required information in terms of its use. 
    ASSESSMENT CRITERION RANGE 
    One of each type of form must be prepared.

    Time frames for submission of forms are explained according to National Horseracing Authority rules.

    Reasons of export control are explained in accordance with state veterinary surgeon and department of agriculture guidelines.

    Export control regions are listed and pointed out on a map. 

    ASSESSMENT CRITERION 3 
    The process of applying for the movement of race horses amongst the export regions is demonstrated in a given scenario. 

    ASSESSMENT CRITERION 4 
    The consequences of not adhering to export control regulations are explained with examples of the impact on both the horse and owner.

  • An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
