PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful for people who are required to facilitate transport operations within a framework of company specific policies, processes and procedures. They facilitate the movement of freight, including goods, passengers or livestock, from origin to destination in terms of stakeholder requirements.

This unit standard will recognise the essential knowledge required to appreciate the scope and possibilities of multi-modal transport in South Africa.

  • Private, commercial (owner/driver, company fleet, outsourced), state-owned.

    Components include:
  • Road passenger (inter-city, intra-city), road freight.

    Vehicles include but are not limited to:
  • Cars, taxis, buses, tankers, trucks, specialised vehicles.
     

  • ASSESSMENT CRITERION 2 
    Rail transport is described in terms of its key features and component parts, typical applications, and major advantages and disadvantages. 
    ASSESSMENT CRITERION RANGE 
    Features include:
  • Private, state-owned.

    Components include:
  • Passenger: Short/commuter rail, long distance mainline passenger services, leisure rail, freight-heavy haul, general freight business.

    Vehicles include but are not limited to:
  • Locomotives, passenger coaches, tankers, wagons (bulk, dangerous, break bulk, containers, refrigerators).

    Maritime transport is described in terms of its key features and component parts, typical applications, and major advantages and disadvantages.

    Features include:
  • Commercial operations (leisure, freight), coastal and deep sea.

    Components include:
  • Passenger, freight (bulk, break bulk, containers), specialised vessels, tankers, Very Large Crude Carriers, Ultra Large Crude Carriers, cellular vessels, Roll-on-roll-off ships, Reefer Ships, Livestock carriers, Fishing vessels/Production vessels, tugs-deep sea, harbour, Oil Rigs (production platforms, drilling platforms, floating cranes, barges, Floating Production, Storage and Offloading vessels, Mining Vessels, replenishment vessels.

    Aerospace transport is described in terms of its key features and component parts, typical applications, and major advantages and disadvantages.

    Components include:
  • Local, charter, international, passengers (larger part) and freight (light-weight).

    Typical freight applications include but are not limited to:
  • Documents, urgent items, fresh produce/flowers, human remains, live animals, dangerous goods, medicines and relief supplies.

    Pipeline transport is described in terms of its key features and component parts, typical applications, and major advantages and disadvantages. 
    ASSESSMENT CRITERION RANGE 
    Features include:
  • State owned, multiple products in one pipeline.

    Components include:
  • Bulk transport, tank farms, petroleum products, gas, crude oil, water schemes/sewerage.
     

  • ASSESSMENT CRITERION 6 
    The role of documentation in transport is explained with reference to legal and contractual obligations, legal identification of ownership, and authority to move goods.

    Documentation includes but is not limited to:
  • Bills of lading, harbour documentation, ocean freight contracts, charter parties, airway bills, dangerous goods declarations, service level agreement, operational agreement, indemnity clauses.

    The role of terminals and transport nodes in multi-modal transport operations is described with reference to the movement of people and goods across different geographic regions and transport modes.

    The advantages of 'through-ticketing' passengers and/or 'interlinking' freight are described with reference to speed and cost effective transfer across modes. 

    ASSESSMENT CRITERION 3 
    Challenges inhibiting effective multi-modal planning and service delivery are explained with reference to relevant examples of typical challenges encountered in the sector. 

    ASSESSMENT CRITERION 4 
    Current provision in South Africa for multi-modal transport and transfer across modes is identified and described with reference to infrastructure and available services. 
    ASSESSMENT CRITERION RANGE 
    Infrastructure and services include but are not limited to:
  • Terminals (passenger, bulk commodity terminals), rail/port interface setups, marshalling yards, stacking areas for containers.
     

  • ASSESSMENT CRITERION 5 
    Vehicles and equipment specially designed to facilitate multi-modal transport operations are identified and described in terms of their key features and the contribution they make.
