PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for learners within the Maritime Sector who work/wish to work as an officer on the bridge of a ship. This Unit Standard meets the needs of the sub-field and of the society by providing competent maritime officers who by being able to conduct emergency drill, contribute to a safer environment on the ship and at sea. The learner successfully completing this Unit Standard will gain essential knowledge and practical skills in the execution of emergency dills from the ships bridge.

The competencies achieved by the learner in this Unit Standard will, in the case of the Merchant Navy and the Fishing Industry, contribute to the economic upliftment of the country, and in the case of the South African Navy, contribute the preservation of human life and the defence of South African warships, territorial waters and/or area of responsibility, thus providing a safer and secure society for South African citizens.

Merchant Navy and Fishing Vessel learners will be able to:

    ASSESSMENT CRITERION 1 
    A description is given of the responses to different types of identified emergencies according to standard operating procedures. 

    ASSESSMENT CRITERION 2 
    Emergency responses are outlined with reference to response time, capacity and capability, and limitations. 
    ASSESSMENT CRITERION RANGE 
    Responses includes but is not limited to automated emergency systems, emergency teams and medical support teams.
     

    ASSESSMENT CRITERION 3 
    A description is given of the procedures for evacuating personnel to designated areas of safety with reference to instructions, routes and mustering points and alternative routes and mustering points. 

    ASSESSMENT CRITERION 4 
    A description is given of the procedures for positioning emergency teams with reference to the nature of the emergency, the roles and responsibilities of team members, required personal safety equipment and designated stations. 

    ASSESSMENT CRITERION 5 
    An explanation is given of the procedures for raising the alarm with reference to the type of emergency, method of alarm, and own responsibilities.

    ASSESSMENT CRITERION 1 
    The appropriate alarm is raised according to the identified type of emergency. 

    ASSESSMENT CRITERION 2 
    Personnel and emergency teams are positioned in designated areas of safety and/or operation in accordance with standard operating procedures. 

    ASSESSMENT CRITERION 3 
    Commands and actions pertaining to the emergency are given to personnel and emergenct teams. 

    ASSESSMENT CRITERION 4 
    Reports received are conveyed to relevant the relevant authority with the degree of urgency appropriate to the situation. 

    ASSESSMENT CRITERION 5 
    Reports are logged in the appropriate place and manner, as per standard operating procedures. 

    ASSESSMENT CRITERION 6 
    Vessel course and speed are adjusted to minimise the negative impacts of wind and weather in accordance with standard operating procedures.

    Charge is handed over to the designated officer responsible for damage control according to standard operating procedures.

    Evaluate the execution of emergency drills.

    The ship is restored to its proper state in preparation for the next activity or evolution. 

    ASSESSMENT CRITERION 2 
    Emergency drill activities are evaluated to confirm that they have been carried out effectively and as directed. 

    ASSESSMENT CRITERION 3 
    Reports are prepared using the required report forms or logs, and in the format required by organisational procedures. 

    ASSESSMENT CRITERION 4 
    Final reports on the outcomes of emergency drills are evaluated to determine the effectiveness and efficiency of command and procedures. 

    ASSESSMENT CRITERION 5 
    Information on the emergency drills, and deviations in particular, is disseminated via approved channels to assist with refinement of equipment, commands, responses and procedures. 

    ASSESSMENT CRITERION 6 
    Evaluations conducted are used to validate and/or contribute to the development of effective training evolutions.

    Carry out nuclear, biological, chemical defence (NBCD) and damage control emergency drills. 
    OUTCOME RANGE 
    Nuclear, biological, chemical defence includes defence against and responses to biological, chemical defence and damage control emergencies.

    ASSESSMENT CRITERION 1 
    Nuclear, biological, chemical defence instructions are given in accordance with standard operating procedures and so as to limit damage. 
    ASSESSMENT CRITERION RANGE 
    Instructions include provision for isolation, access, emergency response and personal protection.
     

    ASSESSMENT CRITERION 2 
    The gas-tight and water-tight integrity of the ship is confirmed by ensuring appropriate doors and hatches are reported to be closed.

    Requirements of readiness/combat state include:
  • Closed for isolation; open for access and movement.

    Reports are processed as per standard operating procedures.
