PURPOSE OF THE UNIT STANDARD 
This unit standard will be enable learners to understand their roles as community health workers in minimising the probable effects on a community following a hazardous event.

The qualifying learner is capable of:
  • Describing the major factors which makes a population vulnerable to disasters.
  • Describing the National Disaster Plan with specific reference to the responsibilities of Provincial districts.
  • Developing a local community hazard risk and capacity map.
  • Identifying typical risk reduction measures and implementing them in consultation with the community.

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Describe the major factors that make a population vulnerable to disasters. 
    OUTCOME RANGE 
    Major factors include but are not limited to poverty, over-population, rapid urbanisation, environmental degradation, geographical situation, life style changes, lack of awareness, war and strife situations, crime situations. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Poverty is described in relation to the vulnerability it creates in people during and after a hazardous event. 

    ASSESSMENT CRITERION 2 
    Rapid urbanisation and over-population are described with examples of their impact in the event of a hazardous event. 

    ASSESSMENT CRITERION 3 
    Lack of social awareness, war, strife and crime are discussed in terms of their effects in the event of a major debilitating or hazardous event. 

    SPECIFIC OUTCOME 2 
    Explain the National Disaster plan with specific reference to the responsibilities of Provincial Districts.

    The National Disaster Plan is described in relation to specific geographical districts. 

    ASSESSMENT CRITERION 2 
    The Provincial Government input is discussed in terms of its stated contribution to the Provincial Disaster Plan. 

    ASSESSMENT CRITERION 3 
    The Municipal Plan is discussed in terms of to the responsibilities of the community and the Provincial Disaster Plan. 

    SPECIFIC OUTCOME 3 
    Develop a local community hazard, risk and capacity map. 
    OUTCOME RANGE 
    Capacity map includes but is not limited to natural hazards, daily emergencies, crime, conflict and war. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A map is designed to cover a disaster risk threatening the community and the capacity available to reduce or overcome the risks. 

    ASSESSMENT CRITERION 2 
    Local resource and support systems are identified within the local community district and province. 

    ASSESSMENT CRITERION 3 
    The importance of mapping is explained in terms of how to reduce the danger of risks to the community. 

    ASSESSMENT CRITERION 4 
    The common problems and needs of the community are identified and prioritised in relation to planning. 

    ASSESSMENT CRITERION 5 
    A plan is developed from the community mapping and priority list so that action may be taken to reduce the disasters and risk factors in the community. 

    SPECIFIC OUTCOME 4 
    Introduce and implement risk reduction measures in consultation with the community. 
    OUTCOME RANGE 
    Risk reduction measures include but are not limited to societal, conditions, physical planning, health and safety regulations, economic, engineering, construction and management institutions.

    ASSESSMENT CRITERION 1 
    Identified leaders of the community are approached and involved in the concept of an awareness campaign. 

    ASSESSMENT CRITERION 2 
    An awareness and educational campaign is designed to prepare and involve members of the community in a disaster management programme. 

    ASSESSMENT CRITERION 3 
    The involvement of the community is discussed in terms of its importance to reduce or minimise the effects of potential disasters on the community and the environment.

  • Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.

  • Search and rescue operations, safe site and emergency shelters, trauma care and emergency care/first aid, alternate water supplies, emergency access, emergency communication systems, flood plan for vulnerable communities.
  • Local service providers and non-governmental and community based organisations.
