PURPOSE OF THE UNIT STANDARD 
This standard provides learners with the competencies to prepare, set-up and operate traffic law enforcement equipment according to manufacturer's specifications approved by the South African Bureau of Standards and legislation. The use of these machines is increasing rapidly in the drive to ensure greater safety generally and reduce the loss of life and property. Further, the annual carnage on South African roads consumes a massive amount of physical resources and places great stress on personnel dealing with death and injury.

Learners credited with this standard will be able to:
  • Demonstrate knowledge of the legislation and regulations governing the use of traffic law enforcement equipment.
  • Apply traffic law enforcement equipment. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • Communication at NQF Level 3.
  • Mathematical Literacy at NQF Level 3.
  • The Unit Standard "Demonstrate an understanding of the legislative framework for road traffic law enforcement" at NQF Level 4.
  • The Unit Standard "Apply knowledge of road traffic legislation pertaining to traffic officers, road users and vehicles" at NQF Level 4. 

  • UNIT STANDARD RANGE 
    This standard focuses on Evidential Breath Testing Equipment and Speed Measuring Equipment, the types approved by the South African Bureau of Standards and Statistics and South African National Standards and relevant legislation. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Demonstrate knowledge of the legislation and regulations governing the use of traffic law enforcement equipment. 
    OUTCOME RANGE 
    Legislation and regulations relate to driving under the influence of intoxicating liquor or a drug having a narcotic effect and exceeding the applicable speed limits. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Knowledge of the legislation that constitutes the legal framework within which the equipment can be used is demonstrated. 

    ASSESSMENT CRITERION 2 
    An explanation is given of the legislated limits pertaining to intoxicating liquor, a drug having a narcotic effect and speed restrictions. 
    ASSESSMENT CRITERION RANGE 
    In case of intoxicating liquor and/or a drug having a narcotic effect the limits for ordinary drivers and professional drivers must be explained.
     

    ASSESSMENT CRITERION 3 
    An explanation is given of the regulations regarding the timeframes during procedures for evidential breath testing. 

    ASSESSMENT CRITERION 4 
    An explanation is given of the importance of conducting every operation or test according to legislation in order to understand the implications of non-compliance. 

    ASSESSMENT CRITERION 5 
    An explanation is given of the importance of South African Bureau of Standards and Statistics and South African National Standards approval from a legal point of view. 

    ASSESSMENT CRITERION 6 
    An explanation is given of the importance of appearing and presenting evidence in court according to the legal requirements. 

    SPECIFIC OUTCOME 2 
    Apply traffic law enforcement equipment. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A description is given of the features of the equipment so as to ensure employment is understood. 

    ASSESSMENT CRITERION 2 
    A demonstration is given of the setting-up of speed measuring equipment. 

    ASSESSMENT CRITERION 3 
    The equipment is operated according to manufacturer's specifications and instructions. 

    ASSESSMENT CRITERION 4 
    An explanation is given of the importance of calibration and regular maintenance of equipment. 

    ASSESSMENT CRITERION 5 
    An explanation is given of the margins of error for speed measuring equipment. 

    ASSESSMENT CRITERION 6 
    All information is obtained regarding the alleged offence in order to strengthen the case for prosecution. 
    ASSESSMENT CRITERION RANGE 
    This includes but is not limited to noting the time the driver was stopped, making extra notes and preparing the relevant documentation that would assist the case.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
