PURPOSE OF THE UNIT STANDARD 
This unit standard reflects the need for visible control of passenger carrying and goods vehicles that are operated by various industries on a public road. It provides the learner with the competencies to enforce the law at traffic control centres and weighbridges. Overloading of passenger carrying and goods vehicles not only causes a tremendous amount of damage to the country's roads but also contributes to the serious problem of maintaining road safety.

Learners credited with this standard will be able to:
  • Apply aspects pertaining to loads on goods and passenger carrying vehicles as prescribed in the National Road Transportation Act.
  • Inspect compliance of vehicles conveying abnormal loads.
  • Weigh a vehicle.
  • Take legal action against drivers and operators.

    SPECIFIC OUTCOME 1 
    Apply pertaining to loads on goods and passenger carrying vehicles as prescribed in the National Road Transportation Act. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    An explanation is given of the definitions and terminology used for loads. 
    ASSESSMENT CRITERION RANGE 
    Includes but is not limited to dimensions, projections, passenger carrying vehicles, seating capacity and manufacturer's specifications.
     

    ASSESSMENT CRITERION 2 
    An explanation is given of the manner in which goods and passengers shall be conveyed. 

    ASSESSMENT CRITERION 3 
    A description is given of vehicle types, configurations and information plates so as to ensure identification. 

    ASSESSMENT CRITERION 4 
    Driver and vehicles compliance is determined in terms of the Act. 

    SPECIFIC OUTCOME 2 
    Inspect compliance of vehicles conveying abnormal loads. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    An explanation is given of the permit requirements in respect of vehicles carrying abnormal loads. 

    ASSESSMENT CRITERION 2 
    The abnormal load/vehicle is inspected to ensure compliance with legislation and regulations. 
    ASSESSMENT CRITERION RANGE 
    The inspection refers but is not limited to abnormal load/vehicles markings, permits and driver and/or operator permits and licences.
     

    ASSESSMENT CRITERION 3 
    Offences are determined using the legislation, supporting documentation and standard operating procedures. 
    ASSESSMENT CRITERION RANGE 
    This includes the National Road Transportation Act and the Guideline for Granting of Exemption Permits for the Conveyance of Abnormal Loads and for Other Events on Public Roads.
     

    SPECIFIC OUTCOME 3 
    Weigh a vehicle. 
    OUTCOME RANGE 
    Vehicles include but are not limited to goods vehicles, mini-buses and buses. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Possible overloaded vehicles are identified through a subjective screening process. 

    ASSESSMENT CRITERION 2 
    The required vehicle mass is determined according to manufacturer's specifications. 

    ASSESSMENT CRITERION 3 
    An actual vehicle mass is obtained using a scale. 

    ASSESSMENT CRITERION 4 
    Permissible masses are determined in accordance with regulations and legislation. 

    ASSESSMENT CRITERION 5 
    The weigh results are communicated to driver so as to ensure understanding of the weighing results and its implications.

    Take legal action against drivers and operators.

  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.
