PURPOSE OF THE UNIT STANDARD 
Learners accredited with this Unit Standard are able to examine drivers of motor vehicles to determine if their driving is at the standard required for licensing. Application of this set of competencies will ensure that appropriately licensed drivers enter the traffic system, thus promoting driver competence and contributing to road safety, and minimising loss of life and associated economic costs in South Africa. This unit standard influences adherence to traffic rules and promotes traffic safety.

Learners conducting the examination of vehicles licences, except motor cycles, will be able to:
  • Conduct driving licence yard tests.
  • Conduct driving licence road tests.
  • Apply ethics during the examining of candidates.

    Learners conducting the examination of motor cycle licences will be able to:
  • Conduct driving licence yard tests.
  • Maintain and operate electronic measuring apparatus.
  • Apply ethics during the examining of candidates.

  • UNIT STANDARD RANGE 
    This Unit Standard is applicable to the examination of drivers licences of all codes of vehicles. This therefore entails that the learner will have to prove competency for each grade of examiner and that the Unit Standard will be repeated each time this takes place.

    This Unit Standard is applicable for learners wanting to be found competent as an examiner of driver's licences for the following grades against the following motor vehicle codes:
  • Grade A Examiner - Motor Vehicle Codes EC and A.
  • Grade B Examiner - Motor Vehicle Code EC.
  • Grade C Examiner - Motor Vehicle Codes B and A.
  • Grade D Examiner - Motor Vehicle Code B. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Conduct driving licence yard tests. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Candidates are identified by verifying identification documentation against information available on the National Traffic Information System. 

    ASSESSMENT CRITERION 2 
    Yard test instructions are given to the candidate in an appropriate manner suited to the candidate. 

    ASSESSMENT CRITERION 3 
    Yard test competencies are examined on a certified yard test facility. 
    ASSESSMENT CRITERION RANGE 
    Yard test competencies include but are not limited to the pre-trip inspection, the incline takeoff, parallel parking and ally docking.
     

    ASSESSMENT CRITERION 4 
    Yard test results are scored and calculated in order to determine the candidate's outcome. 

    ASSESSMENT CRITERION 5 
    Candidates are informed of their results in an appropriate manner suited to the candidate. 

    ASSESSMENT CRITERION 6 
    Batho Pele principles are applied in interaction with candidates. 

    SPECIFIC OUTCOME 2 
    Conduct driving licence road tests.

    Road test routes are planned in accordance with prescribed requirements. 

    ASSESSMENT CRITERION 2 
    Road test instructions are given to the candidate in an appropriate manner suited to the candidate.

    Road test competencies are examined in real traffic conditions. 
    ASSESSMENT CRITERION RANGE 
    Road test competencies include but are not limited to the emergency stopping, 360 observation and compliance to all road traffic rules.

    The candidate is assessed in terms of the principles of vehicle control. 

    ASSESSMENT CRITERION 5 
    Road test results are scored and calculated in order to determine the candidate's outcome. 

    ASSESSMENT CRITERION 6 
    The candidate's results are discussed with the candidate in an appropriate manner suited to the candidate. 

    ASSESSMENT CRITERION 7 
    The candidate's licence test results are certified and authorised for capturing on the National Traffic Information System.

    The electronic measuring apparatus is applied during an examination according to standard examination procedures.

    Readings from the electronic measuring apparatus are recorded and interpreted according to standard operational procedures.

  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
