PURPOSE OF THE UNIT STANDARD 
The purpose of the learning is to be able to monitor heritage resource preservation processes within overall preservation programmes. Credited learners are able to ensure that required preservation procedures are followed and processes are in place to ensure heritage resource preservation, and can monitor the implementation of preservation policies for both intangible and tangible heritage.

Monitoring competence and the ability to monitor the implementation of policies are generic, and learners can apply these competencies to improve their own performance in the workplace. Improved heritage resource monitoring will ensure the continued existence and prolong the lifespan of heritage resources by, for example, reducing deterioration, thereby contributing to the social and economic development of both intangible and tangible heritage.

  • Identifying risks to heritage resource preservation.
  • Developing procedures to monitor heritage resource preservation.
  • Surveying heritage resources according to specified procedures.
  • Surveying public participation at heritage sites, buildings, or institutions.

    Identify risks to heritage resource preservation.

    ASSESSMENT CRITERION 1 
    External factors and environment risk factors that could impact on both intangible and tangible heritage are identified in the context of the heritage sector. 

    ASSESSMENT CRITERION 2 
    The concept of risk is explained with examples from specific intangible and tangible heritage resources. 

    ASSESSMENT CRITERION 3 
    Critical processes and interdependence with other organisations are described in terms of the need for company policies and procedures for risk management. 

    ASSESSMENT CRITERION 4 
    Risks are identified for all critical processes and analysed in terms their likelihood of occurring and the potential impact on heritage resources. 

    ASSESSMENT CRITERION 5 
    Risk management priorities are determined based on risk analysis findings and indicate the order of resuming processes, whilst taking into account internal and external dependencies between processes.

    Develop procedures to monitor heritage resource preservation.

    All relevant conservation management principles and preservation legislation, policies and protocols, applicable to specific intangible and tangible heritage resources are identified.

    Procedures are developed that ensure that all relevant legislation, policy and protocol requirements are adhered to and are monitored as required.

    Procedures specify measures that prevent and/or minimise potential organisational losses.

    Procedures are developed in consultation with all relevant persons.

    Notes to Assessors:

    Assessors should keep the following principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the learner is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the learner can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
