PURPOSE OF THE UNIT STANDARD 
The learner credited with this unit standard is able to provide the type of technical support required for estimating. The learner will also be able to identify, gather, collate and process estimating data required and then to assemble an estimate in the correct format, to communicate estimated information to the relevant parties and store it in accordance with requirements.

The qualifying learner is capable of:
  • Identifying and explaining the sources of information required for a project estimate.
  • Demonstrating an understanding of the different levels, cost groups and types of a project estimate.
  • Gathering information and assembling project estimates.
  • Distributing and recording estimating data. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this qualification will have demonstrated competence in:

    Organisational estimating policies and procedures are described with examples.

    The type of information required for project estimating is described according to organisational requirements. 
    ASSESSMENT CRITERION RANGE 
    The type of information may include but is not limited to pricing, historical data, constraints, assumptions, mandatory factors, controls, productivity factors, client requirements, contracting arrangements, economic factors.
     

    ASSESSMENT CRITERION 3 
    The sources of the information to compile a project estimate are listed and described using schedules and examples. 
    ASSESSMENT CRITERION RANGE 
    Sources of information may include but is not limited to database, price schedules, quotations, regulations, legislation, scope of project, technical specifications, type of contract, economic indices.
     

    SPECIFIC OUTCOME 2 
    Demonstrate an understanding of the different levels, cost groups and types of a project estimate.

    ASSESSMENT CRITERION 1 
    Levels of project estimates and their associated degrees of accuracy are defined and explained according to international standard practices with examples. 
    ASSESSMENT CRITERION RANGE 
    Order of magnitude, feasibility study, control estimate, definitive estimate, check estimate and final closeout and asset report-or equivalent terminology.
     

    ASSESSMENT CRITERION 2 
    Cost groups of a project estimate are defined and explained according to international standard practices with examples. 
    ASSESSMENT CRITERION RANGE 
    Types of cost groups are direct, indirect, home office, others, contingencies, allowances and provisions or equivalent terminology.
     

    ASSESSMENT CRITERION 3 
    Types of project estimates are defined and explained according to organisational practice with examples. 
    ASSESSMENT CRITERION RANGE 
    Deterministic, probabilistic and parametric or equivalent terminology.
     

    ASSESSMENT CRITERION 4 
    Methods of producing of project estimates are defined and explained according to organisational practice with examples. 
    ASSESSMENT CRITERION RANGE 
    Methods of producing estimates may include but is not limited to Comparative, index based, in house information, commercial data bases, commercial software packages.
     

    SPECIFIC OUTCOME 3 
    Gather information and assemble project estimates. 
    OUTCOME RANGE 
    Estimates are limited to those where information is readily available, easily accessible, derived from standard rates and with a well defined scope of work. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The level of estimate required is established according to instructions. 

    ASSESSMENT CRITERION 2 
    Relevant data is gathered and collated in the required format and time frames. 

    ASSESSMENT CRITERION 3 
    Gathered data is checked for accuracy and completeness in terms of estimate requirements. 

    ASSESSMENT CRITERION 4 
    Missing or erroneous project estimating data is referred for corrective action to the relevant authority. 

    ASSESSMENT CRITERION 5 
    The estimate is assembled, together with basis and qualifying statement, in accordance with organisational requirements.

    The estimate, together with basis and qualifying statement, are distributed to the relevant parties in terms with organisational requirements.

    Estimating records are processed according to organisational document control procedures. 

    ASSESSMENT CRITERION 3 
    Estimating data is prepared for recording in a databank in accordance with organisational requirements. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA , or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures. Therefore, anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution, which is accredited by the relevant ETQA.
