In all of the tables in this document, both the pre-2009 NQF Level and the NQF Level is shown. In the text (purpose statements, qualification rules, etc), any references to NQF Levels are to the pre-2009 levels unless specifically stated otherwise. |
This unit standard does not replace any other unit standard and is not replaced by any other unit standard. |
PURPOSE OF THE UNIT STANDARD |
This unit standard will be useful for people who have completed warship safety management and bridge watch-keeping within a naval context, as well as warship operations management, and wish to progress to positions of command in a maritime surface warfare environment.
More specifically, this unit standard will recognise the integrated skill and knowledge required to maintain stability, as part of the required competence for Warship Command. People credited with this unit standard are able to: |
LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING |
It is assumed that learners are competent in:
|
UNIT STANDARD RANGE |
Specific range statements are provided in the body of the unit standard where they apply to particular specific outcomes or assessment criteria.
The following scope and context applies to the whole unit standard: |
Specific Outcomes and Assessment Criteria: |
SPECIFIC OUTCOME 1 |
Monitor and maintain the structural integrity of the vessel. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
Plans and drawings are current, secured securely in accordance with standard operating procedures, and available for future reference by authorised personnel. |
ASSESSMENT CRITERION RANGE |
Currency means:
|
ASSESSMENT CRITERION 2 |
Interpretation of plans and drawings aids in structural faultfinding, structural and maintenance solution development, vessel maintenance, and vessel structural and maintenance reporting. |
ASSESSMENT CRITERION 3 |
Judgements on the significance of identified and reported breaches to the structural and watertight integrity of the vessel are appropriate in terms of available information. Actions taken are consistent with the continued safe operation of the vessel. |
ASSESSMENT CRITERION RANGE |
Breaches include:
|
ASSESSMENT CRITERION 4 |
The causes of structural faults are investigated and alterations to shipboard conditions, where possible, reduce impact on and protect integrity of vessel structures. |
ASSESSMENT CRITERION RANGE |
Causes include:
Vessel structures include: |
SPECIFIC OUTCOME 2 |
Control the trim and stability of a vessel under normal operating conditions. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
Stability analysis and weight distribution planning are conducted at a time, frequency and scope appropriate to the proposed nature of the voyage or vessel operation. |
ASSESSMENT CRITERION 2 |
Weight distribution is organised to maintain the vessel within acceptable stability limits for anticipated operation situations likely to be experienced during the voyage, in line with SAN procedures. |
ASSESSMENT CRITERION RANGE |
Calculations include:
|
ASSESSMENT CRITERION 3 |
Trim, draughts and list are monitored at agreed intervals, and controlled as required to ensure they are suitable to progress all anticipated vessel operations, in line with SAN procedures. |
ASSESSMENT CRITERION RANGE |
Limits include:
|
ASSESSMENT CRITERION 4 |
Changes in the vessel roll period identified are investigated for their impact on the continuing stability of the vessel, and changes made are consistent with stability calculations, defined parameters and the continued safety of the vessel. |
ASSESSMENT CRITERION RANGE |
Changes include:
Parameters include: |
ASSESSMENT CRITERION 5 |
The movement of dead weight items other than ballast within the vessel effectively counteracts stresses placed on stability and structure, and maintains the vessel in a stable operational condition. |
SPECIFIC OUTCOME 3 |
Control the trim and stability of a vessel in the event of damage and consequent flooding. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
Damage to the vessel and the nature of flooding of compartments is promptly assessed, in line with SAN procedures. |
ASSESSMENT CRITERION 2 |
The effects upon vessel stability of flooded and flooding compartments is evaluated. |
ASSESSMENT CRITERION 3 |
The strategy devised for maintaining or restoring trim and stability is in line with SAN procedures. |
ASSESSMENT CRITERION 4 |
Where stress limits of a vessel are unavoidably exceeded as a consequence of damage and/or flooding, action initiated is appropriate to the situation, and ensures the safety of shipboard personnel, in line with SAN procedures. |
ASSESSMENT CRITERION RANGE |
Actions include, where necessary, abandoning the vessel. |
SPECIFIC OUTCOME 4 |
Manage the stress conditions of the vessel. |
ASSESSMENT CRITERIA |
ASSESSMENT CRITERION 1 |
Stress limits of vessel are assessed in accordance with maritime principles, vessel manufacturer's specifications, and SAN procedures. |
ASSESSMENT CRITERION 2 |
Stability of vessel is monitored at a frequency and scope relevant to the nature and speed of vessel operations or emergency and is sufficient to enable stress and stability to be maintained within acceptable limits at all times. |
ASSESSMENT CRITERION 3 |
Appropriate action is taken promptly where weight distribution has or could exceed acceptable safety limits to ensure that the safety of the vessel, crew and load is maximized. |

UNIT STANDARD NOTES |
Notes to Assessors:
Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard: The following particular issues should be taken into consideration when assessing against this unit standard: Every candidate for certification shall: In addition, every candidate for certification shall: Definition of Terms: Terms have been clarified as far as possible through the use of range statements. Further clarification of terms is provided as follows: > Serving as captain (or master) or first officer on board a seagoing ship. > Ensuring that all functions within the designated area of responsibility are properly performed. > Serving as officer in charge of a navigational watch on board a seagoing ship. > Maintaining direct control over the performance of all functions within the designated area of responsibility in accordance with proper procedures and under the direction of an individual serving in the management level for that area of responsibility. > Intact: The vessel is in normal operational configuration. The hull is not breached in any compartment. The vessel will be expected to meet various stability criteria such as GMt, area under the Gz curve, range of stability, trim, etc. while subjected to sustained winds, passenger heeling, manouvering, lifting, etc. > Damage: Based on the Worst Operating Condition the vessel is analytically damaged by opening various combinations of watertight compartments to the sea. The vessel will be expected to meet various stability criteria such as freeboard, trim, list, GMt, etc. |

PROVIDERS CURRENTLY ACCREDITED TO OFFER THIS UNIT STANDARD: |
This information shows the current accreditations (i.e. those not past their accreditation end dates), and is the most complete record available to SAQA as of today. Some Primary or Delegated Quality Assurance Functionaries have a lag in their recording systems for provider accreditation, in turn leading to a lag in notifying SAQA of all the providers that they have accredited to offer qualifications and unit standards, as well as any extensions to accreditation end dates. The relevant Primary or Delegated Quality Assurance Functionary should be notified if a record appears to be missing from here. |
