PURPOSE OF THE UNIT STANDARD 
The purpose of this unit standard is to equip learners with the skills to plan for the protection and protect designated persons against harm during the period of transition from transit protection to protection on foot and vice versa. Specific competencies are needed to ensure protection during dangerous phases such as the embus and debus phase. Learners will assess transition areas and manage risks to the designated person. They will also be equipped to conclude transition duties related to embussing and debussing.

Persons credited with this unit will be competent in:
  • Planning and securing a transition area earmarked for the arrival and or departure of the principal.
  • Managing the principal's risk while in transition.
  • Concluding transition duties.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • Communication at NQF Level 4.
  • Mathematical Literacy at NQF Level 4.

    It is assumed that learners are competent in the following unit standards:

  • ID 123515: "Handle and use a handgun for business purpose".
  • ID 123510: "Apply tactical knowledge in the use of firearms".
  • ID 123513: "Demonstrate tactical proficiency using a handgun".

    For the purpose of this unit standard venue operation centre may include but is not limited to a static, mobile or temporary venue operations centre:
  • The term: "principal" refers to designated persons (such as clients) to be protected.
  • The term: "risk" also includes but is not limited to specific and non-specific threats.

    Situational awareness and readiness is explained in terms of the risks associated with the transition phase and threat profile.

    Situational awareness and readiness refers to but is not limited to assessment of body language and crowd dynamics.
     

    SPECIFIC OUTCOME 2 
    Manage the principal's risk while in transition. 
    OUTCOME RANGE 
    Transition refers to the activity between transit environment and static environment or vice versa. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The transition environment is assessed in order to make decisions regarding arrival and departure. 
    ASSESSMENT CRITERION RANGE 
    Environment refers to physical, crowd, weather, high ground domination and or convoy readiness.
     

    ASSESSMENT CRITERION 2 
    Resources are allocated and actions taken in accordance with the embus and debus plan. 

    ASSESSMENT CRITERION 3 
    Situational awareness is demonstrated in order to identify any influencing factors on the safety and security of the transition area. 

    ASSESSMENT CRITERION 4 
    Immediate action drills are selected and demonstrated in a given situation. 
    ASSESSMENT CRITERION RANGE 
    Immediate action drills refers to immediate action drills within the close protection environment such as evacuation or retaliation.
     

    ASSESSMENT CRITERION 5 
    Role-players are identified in terms of their roles and responsibilities within the transition area. 

    ASSESSMENT CRITERION 6 
    Instructions are interpreted in order to understand duties in area of responsibility. 
    ASSESSMENT CRITERION RANGE 
    Instructions may refer to but is not limited to instructions contained in the risk profile and instructions from team leaders.

    Conclude transition duties.

    The transition is assessed in order to determine whether the transition is concluded to determine next action.

    Actions refer to static or transit actions.

    Transition actions are reviewed for future purposes. 

    ASSESSMENT CRITERION 3 
    The importance of debriefing is explained to inform future transition activities. 

    ASSESSMENT CRITERION 4 
    A debriefing is conducted in line with a given situation. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    Planning includes:
  • Collating, determining/confirming factual correctness of arrival/departure.
  • Relevant threat protective information gained to date on the transition area.
  • Confirmation of arrival/appointment particulars (time, place, contact person, etc).
  • Confirmation of departure particulars (time, place, etc).
  • Liaison and communication between transit and static coordinators.
  • Erecting necessary tangible cover/physical barriers/electronic equipment.
  • Define roles of the advance team, in-house security and pedestrian escort section.

    Secure includes:
  • Liaison with in-house security to manage crowds.
  • Arrangements to monitor and control crowds/media.
  • Manning of physical barriers.
  • Patrol transition area and immediate vicinity.
  • Management of distractions.
  • A situational and tactical awareness process.
  • Dominating/securing high ground.
  • Conducting passive searching for potential ambush and improvised explosive devices (suspicious objects).

    Transition Area includes:
  • Evacuation routes.
  • High ground.
  • Vulnerable acre at the arrival/departure site.
  • Available cover.

    Arrival/Departure environments may include:
  • Helicopter landing zone.
  • Airport apron.
  • Harbour quay.
  • Train platform.
  • Very important persons drop zones.
  • Sidewalk.

    Manage risk includes:
  • Transition of responsibility between transit, pedestrian escort and/or advance teams.
  • Determine arc's observation and interception.
  • Coordinate embus/debus plan.
  • Situational and tactical awareness process within the transition area.
  • Integrated response to attacks within the transition area.
  • Pedestrian escort section (PES) deployment.
  • Responsibility of drivers.
  • PES formation and functions at arrival.
  • Basic guidelines for transition phase.
