PURPOSE OF THE UNIT STANDARD 
The purpose of this unit standard is to enable learners who are tasked with the static protection of designated persons, to plan and provide static protection at venues including home, office or public places. The competencies in this unit standard will enable a learner to assess harmful threats, whether physical or electronic, direct and indirect. Learners will be able to identify threats and risk at venues, implement counter-measure for protection at a venue and coordinate a venue operation centre. This unit standard will also enable learners to review a static protection operation in order to inform future actions and decisions within the close protection arena.

Person credited with this unit will be competent in:
  • Identifying and assessing potential risks at a venue.
  • Implementing measures to protect the principal whilst at the venue.
  • Establishing and coordinating a venue operation centre.
  • Reviewing a static protection operation.

  • For the purpose of this unit standard venue operation centre may include but is not limited to a static, mobile or temporary venue operations centre.
  • The term: "principal" refers to designated persons (such as clients) to be protected.
  • The term: "risk" also includes but is not limited to specific and non- specific threats.
  • The term: "counter surveillance" only refers to the detection and deterrence of illicit observation of the principal with the purpose of forwarding any information gathered to the applicable authorities.

    SPECIFIC OUTCOME 1 
    Identify and assess potential risks at a venue. 
    OUTCOME RANGE 
    Identifying and assessing must include:
  • Observing surroundings (prior to, during and after the operation).
  • Searching of the venue.
  • Performing surveillance and counter surveillance.
  • Listing potential risks and contingencies.
  • Collating, determining and confirming factual correctness of information.

    Venue may include:
  • Defined areas such as open air venues.
  • Fixed structures such as, but not limited to, homes, offices, stadiums, shopping malls, conference centres, hospitals and ad-hoc accommodation.
  • Stationary movable structures such as yachts, caravans, temporary accommodation and marquees.

    ASSESSMENT CRITERION 1 
    Potential risks relating to structures, human factors and nature are identified and quantified to determine probability and impact. 
    ASSESSMENT CRITERION RANGE 
    Potential risks may include but are not limited to emergencies (such as fire, medical and attacks on principal) occupational health and safety hazards.

    Research techniques are applied to identify possible threats at a venue.

    A protection plan is formulated taking into account resources and security measures required to secure the venue.

    Contingency plans are formulated taking into account protection measures against fire, for medical, natural disasters and possible attacks. 
    ASSESSMENT CRITERION RANGE 
    Attacks refer to verbal, written and direct and indirect attacks.
     

    ASSESSMENT CRITERION 3 
    Access to a venue is controlled to prevent unauthorized persons, vehicles and objects that present a direct or indirect threat. 

    ASSESSMENT CRITERION 4 
    External and internal areas of a venue are searched using various techniques in order to maintain the secure status of the venue. 
    ASSESSMENT CRITERION RANGE 
    Techniques may include but are not limited to establishing and maintaining a search cordon, prioritization of search areas, allocation of human resources, searching in levels and reactions to finds.
     

    ASSESSMENT CRITERION 5 
    Area patrols are conducted to prevent potential threats to the venue. 

    SPECIFIC OUTCOME 3 
    Establish and coordinate a venue operations centre. 
    OUTCOME RANGE 
    Coordinate refers to implement a basic venue protection plan applicable to at least two venues in accordance with allocated human and physical resources.

    Establish must include:
  • Planning and initiating a venue operations centre at a venue.
  • Compiling elementary procedures and guidelines for a venue operations centre.
  • Identifying a suitable facility to be utilized as a venue operations centre.
  • Procuring the necessary resources for the venue operations centre. 

  • ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Locations are compared to select the most suitable site for the establishment of a venue operations centre at a venue. 

    ASSESSMENT CRITERION 2 
    Procedures and guidelines required are formulated to coordinate the venue operations centre. 

    ASSESSMENT CRITERION 3 
    Security equipment is coordinated and utilized according to the protection plan and related procedures. 
    ASSESSMENT CRITERION RANGE 
    Utilized includes elementary maintenance and ensuring of working condition.

    Communication plan is established and coordinated to ensure the flow of information as per the operational plan.

    Common emergencies, enquiries or complaints are examined to determine possible solutions.

  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
