PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners seeking to enter the Local Government structures and wishing to acquire knowledge and skills related to its functioning. This unit standard enables the learner to identify different technical services offered within the Local Government and provide the learner with the opportunity to gain exposure and experience within the various technical services departments through job rotation.

The qualifying learner is capable of explaining how:
  • Sustainable human settlement fits into service delivery objectives.
  • Housing fits into service delivery objectives.
  • Water and sanitation fits into service delivery objectives.
  • Waste management fits into service delivery objectives.
  • Transport and road services fit into service delivery objectives.

    The concept of human settlement is discussed in relation to the South African context. 

    ASSESSMENT CRITERION 2 
    Typical problems affecting human settlement are discussed with examples. 
    ASSESSMENT CRITERION RANGE 
    Typical problems include but are not limited to lack of infrastructure, distances between settlements, inefficient land utilisation patterns, costs to create settlements, transportation.

    Plans to implement and sustain human settlement projects are briefly discussed with examples.

    Exposure to a human settlement project is gained by working within the respective department for a period of time.

    The various role players in waste management are discussed with reference to their responsibilities and functions in managing waste.

    Role players include but are not limited to municipal waste services, commercial waste services, the community.

    The importance of waste education and capacity building is outlined in relation to the different aspects of waste management.

    Exposure to a transport and road services projects is gained by working within the respective department for a period of time.

    Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
