This unit standard will enable learners to produce a basic terms of reference to secure specialist transport planning skills. This unit standard will benefit learners within the transport planning sector and contributes to professionalism within transport planning processes and systems.

  • Explain the critical elements of a tender process and a contractual agreement.
  • Produce a terms of reference (ToR) for the completion of a contractual agreement that meets the project and legal requirements.
  • Facilitate the tender award implementation of processes leading to the signing of a contractual agreement.

    The processes to procure services are explained reflecting the principles of tender processes in accordance with relevant legislation. 
    ASSESSMENT CRITERION RANGE 
    Relevant legislation includes but not limited to tender regulations and Municipal Financial Management Act (MFMA).
     

    ASSESSMENT CRITERION 2 
    The basic requirements of the Public Finance Management Act (PFMA) are explained to reflect its impact on a tender process.

    The critical elements of a contractual agreement are explained reflecting the requirements of relevant legislation.
