PURPOSE OF THE UNIT STANDARD 
This unit standard is designed for learners working within a Local Government structure and who have been elected as municipal councillors. The completion of the standard will enable the learner to adopt the necessary processes in order to ensure public participation and citizen involvement in Local Government processes.

The qualifying learner is capable of:
  • Facilitating processes for participation and involvement of general public and citizens in achieving local government objectives.
  • Identifying the key public and civil society role players within the municipality.
  • Explaining and applying processes and structures for public and community participation in the municipality.
  • Explaining the role and function of Ward Committees.
  • Explaining the role and function of Community Development Workers.
  • Explaining the role of Non-Governmental Organisations and Community Based Organisations (NGO's and CBO's).
  • Explaining and applying the role of the private sector in the municipality and identifying ways for cooperation.

    The principles that guide public participation are discussed in the context of the councillor function and Local Government. 
    ASSESSMENT CRITERION RANGE 
    The principles that guide public participation include but are not limited to the Constitution, Structures Act and Systems Act.

    The barriers to public participation are identified and discussed in the context of Local Government and the councillor function.

    Barriers include but are not limited to budget processes.
     

    ASSESSMENT CRITERION 3 
    The concept of public value and service delivery is described in relation to the Local Government context. 

    ASSESSMENT CRITERION 4 
    Public needs are identified and prioritised in the context of Local Government objectives and overall service delivery objectives of Local Government. 

    ASSESSMENT CRITERION 5 
    A basic communication strategy is outlined to address public needs and to ensure public participation in achieving Local Government objectives.

    The concepts of negotiation and facilitation are discussed as they relate to ensuring public participation and citizen involvement in achieving Local Government objectives.

    Negotiation and facilitation skills are applied in rolling out communication strategy in Local Government councilling context.

    Service delivery is facilitated in line with Local Government objectives and policy.

    ASSESSMENT CRITERION 1 
    Key stakeholders that enhance municipal and Local Government objectives are identified and discussed in relation to their contribution to the councillor function. 
    ASSESSMENT CRITERION RANGE 
    Key stakeholders include but are not limited to Ward Committees, CDW's, NGO's and CBO's, traditional leaders, the business sector, tertiary institutions, researchers, youth and women's organisations, community, faith based organisations, provincial and national spheres of government, state enterprises, various forums.
     

    ASSESSMENT CRITERION 2 
    The impact of forums on Local Government objectives is discussed with reference to the councillor context. 
    ASSESSMENT CRITERION RANGE 
    Forums that impact on Local Government objectives include but are not limited to IDP Forums, Ward Committees, Community forums, Budget forums, media.
     

    ASSESSMENT CRITERION 3 
    Appropriate stakeholders are engaged to avoid duplication of service delivery and ensure that service delivery is enhanced via the synergy of the various stakeholders.

    Issues pertaining to diversity are considered in the facilitation of public participation and citizen involvement in the Local Government context.

    Communities and their members in particular are referred to appropriate NGO's and CBO's when necessary and relevant.
