PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners working within a Local Government structure and who have been elected as municipal councillors. The completion of this standard will add value to individuals who are seeking to develop a career in Local Government and Administration. It will enable the learner to apply the techniques for facilitating co-operative governance and inter-governmental relations in own service delivery programmes.

The qualifying learner is capable of:
  • Identifying key national and provincial processes, programmes and legislation that impact on Local Government programmes.
  • Identifying and integrating government's programme of action.
  • Identifying and integrating sector and provincial programmes that impact on Local Government objectives.
  • Demonstrating an understanding of traditional leaders and their roles and facilitating relations with traditional leaders.

    IGR policy and legislation (Intergovernmental Relations Framework Act, 2005) and related structures and protocols governing working relations are explained in the context of Local Government service delivery.

    Intergovernmental processes and structures at national, provincial and local level are explained with examples.

    Government planning cycles and objectives are explained with examples.

    The provincial growth and development strategy (PGDS) is discussed as it relates to Local Government

    Processes for effectively aligning the NSDP, PGDS, IDP are described with examples as they relate to Local Government service delivery and objectives.

    The planning cycle of the PGDS is considered in drawing up council plans for service delivery.

    The protocol for traditional leaders is discussed with examples.

    Ways to enhance relations with traditional leaders are discussed with examples.

    Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
