PURPOSE OF THE UNIT STANDARD 
A learner accredited with this standard will be able to competently contribute to the generation, communication and implementation of a logistics plan, which governs the economic and efficient movement and handling of freight to satisfy legislative, customer and industry requirements.

The learner will be able to:
  • Develop strategic objectives and performance indicators relating to the logistics plan.
  • Conduct an environmental analysis and apply legislation, regulations and customer requirements appropriate to freight logistics planning.
  • Plan optimal transit systems, resources and routes.
  • Identify possible obstacles and develop contingency plans.
  • Review the logistics plan.

    UNIT STANDARD RANGE 
    This unit standard is aimed at the development of a holistic strategic logistics plan and not to the allocation of specific resources as one would find in a detailed operational action plan.

    The applied competence expressed in this standard require the formulation of appropriate responses to resolve both concrete and abstract problems by the analysis, reformatting and evaluation of a wide range of information. The learner has full responsibility for contributing to the quality of logistics practiced within his/her sphere of influence. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Develop strategic objectives and performance indicators relating to the logistics plan. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Future scenarios are formulated to identify the ideal future situation and alternative outcomes are described. 

    ASSESSMENT CRITERION 2 
    Plans and strategies to achieve a given set of short, medium and long term goals in a freight logistics environment are formulated according to organisational long term objectives. 

    ASSESSMENT CRITERION 3 
    Performance indicators are determined and developed to assist in the analysis of the progression of the logistics plan. 
    ASSESSMENT CRITERION RANGE 
    Performance indicators refer to the right goods at the right time, at the right price and right level of quality.
     

    SPECIFIC OUTCOME 2 
    Conduct an environmental analysis and apply legislation, regulations and customer requirements appropriate to freight logistics planning. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    An environmental analysis is done according to political, economical, social, technology, environmental and legislative (PESTEL) methodology. 

    ASSESSMENT CRITERION 2 
    Legislation relating to freight handling logistics is applied in the freight logistics environment. 
    ASSESSMENT CRITERION RANGE 
    Legislation includes, but is not limited to, International Standards (ISO), ISO 1400, Health and Safety (OHS Act), Customs and Excise, South African National Standards (SANS), Road Traffic Act, International Air Transport Authority (IATA), and Municipal By-laws.
     

    ASSESSMENT CRITERION 3 
    Regulations relating to freight handling logistics are applied in the freight logistics environment. 
    ASSESSMENT CRITERION RANGE 
    Regulations include, but are not limited to, International Standards (ISO), Rail regulations, International Maritime Dangerous Goods (IMDG) Regulations, South African Maritime Safety Authority (SAMSA) (Code of safe working practices), and Port Authority Regulations.
     

    ASSESSMENT CRITERION 4 
    Delivery and collection schedules are developed according to customer requirements.

    Plan optimal transit systems, resources and routes.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The characteristics of the freight to be handled and stored are determined in order to plan optimally for the movement of freight. 

    ASSESSMENT CRITERION 2 
    The type of transit system is selected according to the characteristics of the freight and in relation to the availability of appropriate transit infrastructure. 

    ASSESSMENT CRITERION 3 
    Routes are identified, planned and selected according to the characteristics of the freight and in relation to the availability of appropriate transit infrastructure. 

    ASSESSMENT CRITERION 4 
    Facilities, machines and equipment are identified in the most optimal combination according to the characteristics of the freight. 

    SPECIFIC OUTCOME 4 
    Identify possible obstacles and develop contingency plans. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The impact of future developments on existing systems, processes and organisational procedures is identified to enhance the logistics planning process with the aim to improve the logistics plan. 

    ASSESSMENT CRITERION 2 
    Obstacles are identified that will have an impact on the implementation of the logistics plan. 

    ASSESSMENT CRITERION 3 
    Contingency plans are developed to address any identified obstacles in the movement of freight.

    Options are generated with respect for alternative routing, scheduling and profitability.

    Review the logistics plan.

    ASSESSMENT CRITERION 1 
    The logistics plan is communicated and co-ordinated effectively between the identified internal and external role players within logistics plan (e.g. sales, operations, marketing, other organisations). 

    ASSESSMENT CRITERION 2 
    Feedback from the various role players are analysed to identify areas for corrective action. 

    ASSESSMENT CRITERION 3 
    Corrective action plans are developed and communicated to the various identified role players within the logistics plan. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • This Unit Standard will be assessed by an assessor and moderated by a moderator registered with the relevant ETQA.
  • Assessors should be in possession of a relevant qualification that is at least one level higher than the level of this unit standard.
  • Training Providers must be accredited by the relevant ETQA.
  • Assessment should include both formative and summative assessment.
