PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to explain the Merchant Shipping Collision Regulations and will be able to describe how this is implemented on board a vessel. The learner will also be able to explain the conduct of a vessel in any condition of visibility, while in the sight of other vessels and in restricted visibility and explain the use of lights and shapes on-board a variety of vessels.

The qualifying learner will be capable of:
  • Explaining the meaning and the terms contained in the International Regulations for Preventing Collisions at Sea 1972 Part A.
  • Explaining the conduct of vessels in any condition of visibility.
  • Explaining the conduct of vessels in sight of each other.
  • Explaining the conduct of vessels in restricted visibility.
  • Explaining the required Lights and Shapes to be exhibited by different types of vessels. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard will be assumed competent in:
  • Communication at NQF Level 2 or equivalent.
  • Mathematical Literacy at NQF Level 2 or equivalent.
  • Pre-sea familiarisation and basic training, including elementary first aid at sea.

    Collision Regulations refers to the Merchant Shipping Act, 1951 (Act No. 57 of 1951) - Merchant Shipping (Collision, etc) Regulations and amendments.

    Explain the terms, definitions and rules reflected in the International Regulations for Preventing Collisions at Sea. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Collision Regulations are explained in terms of their relevance in preventing collisions at sea. 

    ASSESSMENT CRITERION 2 
    The definitions of vessels are given according to the relevant section of the Collision Regulations. 
    ASSESSMENT CRITERION RANGE 
    Vessel may include but are not limited to power-driven vessel, sailing vessel, vessel engaged in fishing, seaplane, vessel not under command, vessel restricted in her ability to manoeuvre, vessel constrained by her draught, underway, length, breadth, in sight, restricted visibility.
     

    ASSESSMENT CRITERION 3 
    An introduction to the rules and their application are explained in line with the relevant section of the Collision Regulations. 

    ASSESSMENT CRITERION 4 
    The penalty for non-compliance of the rules is explained with examples. 

    SPECIFIC OUTCOME 2 
    Explain the conduct of vessels in any condition of visibility.

    ASSESSMENT CRITERION 1 
    The requirements to have a look out are explained in line with the requirements of the relevant section of the Collision Regulations. 

    ASSESSMENT CRITERION 2 
    The six factors used to determine the safe speed of a vessel both with and without operational radar is explained in line with the requirements of the relevant section of the Collision Regulations. 

    ASSESSMENT CRITERION 3 
    The methods used to determine whether there is a risk of a collision are explained in line with the requirements of the relevant section of the Collision Regulations. 

    ASSESSMENT CRITERION 4 
    The actions to be taken to avoid a collision are explained in line with the requirements of the relevant section of the Collision Regulations. 

    ASSESSMENT CRITERION 5 
    The term "Traffic Separation Scheme" is explained according to its application.

    Explain the conduct of vessels in sight of one another.

    The conduct of vessels when overtaking, head on, and crossing is explained in terms of the requirements of the relevant sections of the Collision Regulations. 

    ASSESSMENT CRITERION 2 
    The actions to be taken by the give-way and stand-on vessels are explained in terms of the requirements of the relevant sections of the Collision Regulations. 

    ASSESSMENT CRITERION 3 
    Responsibilities between vessels are described with examples in line with the requirements of the relevant section of the Collision Regulations. 

    SPECIFIC OUTCOME 4 
    Explain the conduct of vessels in restricted visibility.

    The conduct of vessels related to safe speed is described according to Collision Regulations.

    The conduct of vessels related to engine readiness is described according to the relevant section of the Collision Regulations.

    The conduct of vessels related to radar detection is described according to the relevant section of the Collision Regulations.

    The conduct of vessels related to course alteration is described according to Collision Regulations. 

    SPECIFIC OUTCOME 5 
    Explain the required Lights and Shapes to be exhibited by different types of vessels. 
    OUTCOME RANGE 
    Vessel types must include but are not limited to:
  • Power driven vessel underway, towing and pushing vessels, sailing vessels, fishing vessels, vessels not under command and restricted in their ability to manoeuvre, vessels constrained by their draught, anchored vessels and vessels aground.

    Lights and shapes required by different vessels are identified and their purpose per vessel is explained with examples. 

    ASSESSMENT CRITERION 2 
    The duration and purpose of a short and long blast is explained with examples. 

    ASSESSMENT CRITERION 3 
    Manoeuvring and warning signals, sound signals in restricted visibility and signals to attract attention are described and explained with examples in line with the requirements of the relevant sections of the Collision Regulations. 

    ASSESSMENT CRITERION 4 
    Five distress signals are explained with examples in accordance with in line with the requirements of the relevant section of the Collision Regulations.

  • An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.
