PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard is able to explain emergency measures to be taken to ensure the safety and protection of the ship, passengers and crew. The learner is able to explain how to respond to distress signal at sea and while in port. The person is also able to use auxiliary steering and rigging in the event of an emergency and is able to explain the operation and procedure of the South African Search and Rescue organisation.

The qualifying learner is capable of:
  • Explaining the measures to be taken in emergencies for the protection and safety of ship, passengers and crew.
  • Explaining how to respond to emergencies and distress signals at sea.
  • Responding to emergencies in port.
  • Explaining emergency steering systems.
  • Explaining the operation of the South African Search and Rescue (SASAR) organisation.

    Learners accessing this unit standard will be assumed competent in:
  • Communication at NQF Level 2 or equivalent.

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • This unit standard involves the basic knowledge to respond to emergencies and distress signals at sea, and emergencies in port.
  • Work must be carried out in accordance with the relevant maritime regulations.
  • Vessel may include any commercial vessel engaged in port activities, near coastal voyages and operating in limited and unlimited waters.
  • Can demonstrate competence by oral examination, completion of approved education and training, written theoretical examination and assessment of evidence obtained from one or more of the following:
    > Approved in-service training
    > Approved training ship
    > Approved simulator training
    > Approved laboratory equipment training
  • This unit standard refers to the Merchant Shipping (Training and Certification) (Fishing and Marine Motorman Qualifications) Regulations - 2006 and any amendments thereafter.

    Explain the measures to be taken in emergencies for the protection and safety of ship, passengers and crew. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The type and scale of the emergency is identified and explained in order to establish level of emergency. 
    ASSESSMENT CRITERION RANGE 
    Emergency activities include but not limited to mustering persons and launching life saving appliances, executing a man overboard drill, organizing an emergency party, reacting properly to a distress signal, taking charge of life-saving appliances, manoeuvring of the ship.
     

    ASSESSMENT CRITERION 2 
    Initial emergency actions are explained in accordance with contingency plans appropriate to the urgency of the situation and nature of the emergency. 

    SPECIFIC OUTCOME 2 
    Explain how to respond to emergencies and distress signals at sea. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The emergencies and distress signals at sea which have to be responded to are explained with examples appropriate to the urgency of the situation and nature of the emergency. 
    ASSESSMENT CRITERION RANGE 
    Emergencies and distress signals may include but are not be limited to: collision, grounding, fire and explosion.
     

    ASSESSMENT CRITERION 2 
    The actions required for emergencies and distress signals at sea are explained with examples. 
    ASSESSMENT CRITERION RANGE 
    The actions required may include but is not limited to the following situations: following a collision, following a grounding, initial damage assessment and control.

    Respond to emergencies in port. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The precautions to be followed for ensuring the security of the ship whilst in port are explained focussing on the need to avoid spreading of the problem to other vessels. 

    ASSESSMENT CRITERION 2 
    The procedure to bring a ship up short or turn it short around using an anchor on a short scope of chain is explained with examples of when each is appropriate. 

    ASSESSMENT CRITERION 3 
    The actions to be taken when emergencies arise in port are explained appropriate to the urgency of the situation and nature of the emergency. 

    SPECIFIC OUTCOME 4 
    Explain emergency steering systems.

    The use of auxiliary steering is explained with maritime sector specific examples. 

    ASSESSMENT CRITERION 2 
    The different types of basic fixed emergency steering systems are explained with examples.

  • Manual, hydraulic, block and tackle (rope).

    A jury steering arrangement is explained with examples of how it works and is used.

    Explain the area of operation and procedures of the South African Search and Rescue (SASAR) operation.
