PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to describe the hazards associated with fire at sea, the principles of fire prevention, fire fighting appliances and ship-board organisation. The learner will be able to extinguish fires and effect rescues under controlled conditions.

The qualifying learner is capable of:
  • Describing how to minimise the risk of fire and maintain a state of readiness to respond to emergency situations involving fire.
  • Demonstrating the use of ship-boarding fire-fighting equipment.
  • Extinguishing fires using the appropriate method, extinguishing medium, fire-fighting appliances and equipment.
  • Navigating safely through darkened, high-expansion foam filled compartment wearing a lifeline.
  • Navigating safely through a darkened, smoke-filled compartment wearing breathing apparatus.
  • Conducting a search and rescue in a darkened, smoke-filled compartment.

    Learners accessing this unit standard will be assumed competent in:
  • Communication at NQF Level 1 or equivalent.

    UNIT STANDARD RANGE 
  • The context of this unit standard is the international convention on 'Standards of Training and Certification for Watchkeepers '78, as amended '95' (Standards of training and certification of watchkeepers Code) as incorporated into the Code of South African Maritime Qualifications (South African Marine Safety Authority Fire Fighting Code) and the minimum requirements laid down by the International Maritime Organisation (International Maritime Organisation) with respect to all seafarers employed or engaged in any capacity on board ship before being assigned to any ship-board duties on the business of that ship, as part of the ship's compliment with designated safety or pollution prevention duties in the operation of the ship.
  • Fire fighting equipment include fire hoses, jet and spray nozzles, foam applicators, all types of fire extinguishers, fire protection suits and fire axes, fixed fire fighting installations, fixed fire detection systems, life lines, self contained breathing apparatus and alarm systems, both automated and manual.
  • Can demonstrate competence by oral examination and assessment of evidence obtained from one or more of the following:
    > Approved in-service training.
    > Approved training ship.
    > Approved simulator training.

    SPECIFIC OUTCOME 1 
    Describe how to minimise the risk of fire and maintain a state of readiness to respond to emergency situations involving fire. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Actions to be taken on identifying fire emergency signals are explained according to established procedures. 

    ASSESSMENT CRITERION 2 
    Flammable material and combustible items commonly found on board ship, and ship-board fire hazards are described using seagoing maritime sector specific examples. 

    ASSESSMENT CRITERION 3 
    The prevention of the spread of fire is explained in the context of fire zones, fire retardant bulkheads, fire doors, boundary cooling and the accepted principles of fire containment. 

    ASSESSMENT CRITERION 4 
    The need for constant vigilance and prompt reporting of any potentially hazardous situations or observed emergencies is explained with seagoing maritime sector specific examples of the consequences of not doing so. 

    ASSESSMENT CRITERION 5 
    The inter-dependency of the shipboard fire fighting team and all crewmembers is explained in the context of shipboard fire fighting organisation. 

    ASSESSMENT CRITERION 6 
    Safety plans and where these are located are explained and interpreted according to established procedures. 

    ASSESSMENT CRITERION 7 
    The reasons for shipboard drills and patrol systems are explained in terms of the safety of craft and crew.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Identify and select clothing and personal protective equipment appropriate to the prevailing conditions and operational requirements and explain their use. 

    ASSESSMENT CRITERION 2 
    Information from fire and smoke detection and automatic alarm systems is interpreted and action taken conforms to accepted shipboard practices and procedures. 

    ASSESSMENT CRITERION 3 
    The location of fire-fighting equipment and emergency escape routes are identified and their use is explained and demonstrated in accordance with emergency plan. 

    ASSESSMENT CRITERION 4 
    The types and classes of fire are described indicating the appropriate extinguishing medium for each. 

    ASSESSMENT CRITERION 5 
    Types and operation of fixed extinguishing systems are identified and explanation given of their use. 

    ASSESSMENT CRITERION 6 
    Precautions before use of fixed extinguishing systems and the need for operable alarms are explained in line with organisation's fire fighting/prevention plan. 

    SPECIFIC OUTCOME 3 
    Extinguish fires using the appropriate method, extinguishing medium, fire-fighting appliances and equipment.

    ASSESSMENT CRITERION 1 
    Fires are extinguished using the appropriate fire-fighting appliances and equipment. 
    ASSESSMENT CRITERION RANGE 
  • Types of fire may include but not limited electrical, oil, propane.
  • Fire-fighting appliances and equipment may include but is not limited to fog applicators, spray nozzles, dry chemical powder and foam applicators.

    ASSESSMENT CRITERION 2 
    Fires are extinguished with water, using jet and spray nozzles. 

    ASSESSMENT CRITERION 3 
    Various fire-fighting techniques are explained in terms of how they prevent the spread of fire. 

    ASSESSMENT CRITERION 4 
    Fires are extinguished in accordance with fire-fighting plan. 
    ASSESSMENT CRITERION RANGE 
    Fires may be extinguished by using one of the different types of fixed fire-fighting systems, isolating/"cutting off" the oxygen supply, boundary cooling and sealing off of zones.
     

    ASSESSMENT CRITERION 5 
    An explanation is given of where the emergency fire pump is located and the circumstances in which it is used. 

    ASSESSMENT CRITERION 6 
    An explanation is given of where International Shore Connection is located and the circumstances in which it is used. 

    SPECIFIC OUTCOME 4 
    Navigate safely through darkened, high-expansion foam filled compartment wearing a lifeline. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    A high-expansion foam-filled compartment is entered wearing the appropriate clothing and using guidelines, buddy lines and a lifeline. 

    ASSESSMENT CRITERION 2 
    Movement through the compartment is performed in accordance with safety standards and regulations. 

    ASSESSMENT CRITERION 3 
    Communication signals between the crewmember in the compartment and his/her back-up team are carried out according to safety standards and regulations. 

    SPECIFIC OUTCOME 5 
    Navigate safely through a darkened, smoke filled compartment wearing breathing apparatus. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Self-contained breathing apparatus is donned and used with due regard to the limitations of the equipment and the manufacturer's recommendations. 

    ASSESSMENT CRITERION 2 
    A darkened, smoke-filled compartment is entered and navigated wearing self contained breathing apparatus and a lifeline. 
    ASSESSMENT CRITERION RANGE 
    A lifeline may include but not limited to a purpose made lifeline, a charged fire hose or hose reel.
     

    ASSESSMENT CRITERION 3 
    Fire is extinguished in a darkened smoke-filled compartment while wearing self contained breathing apparatus and lifeline. 

    SPECIFIC OUTCOME 6 
    Conduct a search and rescue in a darkened, smoke-filled compartment. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Clothing and equipment is selected which is appropriate to the prevailing conditions and operational requirements. 

    ASSESSMENT CRITERION 2 
    Safety procedures in preparing for a rescue are followed appropriate to the prevailing circumstances and operational requirements. 

    ASSESSMENT CRITERION 3 
    Members of the rescue and back-up team are equipped and briefed on the communication signals to be used. 

    ASSESSMENT CRITERION 4 
    All breathing apparatus data at entry point is recorded according to organisational requirements. 

    ASSESSMENT CRITERION 5 
    Search and rescue techniques are employed in order to maintain suitable safety levels. 

    ASSESSMENT CRITERION 6 
    Casualties are evacuated in accordance with safety standards and procedures.

  • An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
  • In order to complete this unit standard successfully, learners should have a basic knowledge of chemistry with respect to the composition of materials, flammability and inert substances and a basic knowledge of combustion, the types and sources of ignition, conductivity of materials and the basic laws of thermodynamics.
  • Knowledge of ship-board fire emergency signals will be an advantage and in addition it is expected that learners will have a basic knowledge of fire-fighting, first aid, and survival techniques in line with the content of the familiarization unit standard.
