PURPOSE OF THE UNIT STANDARD 
A person credited with this unit standard will be able to:
  • Name the legislated institutions that regulate perishable produce exportation and their respective areas of jurisdiction.
  • Cite the regulatory elements of the Agricultural Product Standards 119 Act and the significance that these have on the exportation of perishable produce.
  • Identify the regulations and requirements of the Perishable Products Export Control Act.
  • Recognise the defined pests and organisms that affect the phytosanitary acceptability of a consignment and the requirements of the relative bilateral and protocol agreements.

    The jurisdiction of the PPECB within the perishable produce exportation industry is indicated and the processes to achieve export certification with the board are detailed.

  • Promulgate regulations, protect SA export markets, grading, setting of quality standards, regulate inspection, imposition of restrictions, product marking, determine service levies, promulgate offences, appeal procedures.

    The provisions of the Act that allow the assignees unhindered access to the exporter's premises for sampling and inspection of the produce are explained.

    The specifications for the facilities and minimum standards that are required in the produce examination environment are described.

    The stipulations for packing, marking and labelling the products, including the prescriptions for a "distinctive mark" for a particular product are described.

    The regulations and requirements for handling perishable produce are indicated, and the infrastructure that must be provided to comply with these provisions is described.

    The provisions that allow the board to set and manage freight rates and levies are indicated and the consultative processes that must be followed before these are enacted, are explained. 

    ASSESSMENT CRITERION 7 
    The various offences stipulated in the Act and the procedures that must be followed to confirm that the alleged offences have been committed, are described. 

    ASSESSMENT CRITERION 8 
    The right of appeal against the assignees export ruling and the prescribed manner in which this must be lodged, is explained. 

    SPECIFIC OUTCOME 4 
    Describe PPECB's role in regulating the operational functions of exportation and the ensuing consequences for industry stakeholders.

    The aspects of the regulations that relate to the operation of refrigeration and all associated cold chain equipment and the requirements for these are described.

    The supervisory role that the assignee plays in loading select cargoes is described.

    The regulations that call for confirmation of the type of produce and the estimates of intended volumes of produce are indicated and the cost implications of not meeting these quotas, are explained.

    Examples of the most commonly occurring pests and organisms are indicated and a brief description of their identifying characteristics are described.

    The reasons why cold chain verifiers have the authority to reject a consignment that might have been previously declared fit for export, are explained.
