PURPOSE OF THE UNIT STANDARD 
This unit standard reflects the skills required to joint and terminate a variety of cables with a range of accessories. This will include the ability to:
  • Interpret cable jointing instructions and plan jointing processes.
  • Ensure that the cables are safe to work on and make ready the cables for the jointing operation.
  • Joint a range of cables according to required standards.
  • Test jointed cables for efficient operation.
  • Complete end of work activities and the quality control check sheet and return equipment to operation.
  • Explain and discuss issues and jointing requirements related to the different types of cables.

    It also reflects the understanding of:
  • Principles and issues relating to the jointing or termination process.
  • Testing.
  • Jointing requirements related to the different types of cables.

    This unit standard would be assessed in a range of contexts including:
  • Jointing.
  • Termination.
  • Repairs.
  • Upgrades.
  • Installation.

    The skills, knowledge and values reflected in this unit standard form part of the Exit Level Outcomes required for the Further Education and Training Certificate: Cable Jointing and Termination. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The following competencies are assumed:
  • Communication and Literacy, NQF Level 3.
  • Mathematical Literacy, NQF Level 3.
  • Hand skills with a variety of hand and power tools.

    This assumption forms the basis for the allocation of credits for this unit standard. If a learner does not have such experience or qualifications, the learning time will be increased. The allocation of credits is also based on the assumption that the learner will be following a learning programme which integrates the required unit standards. 

  • UNIT STANDARD RANGE 
    Jointing includes termination.

    A variety/range of cables will include XPLE, PILC, screened, belted and rubber insulated power cables.

    Jointing and termination will be carried out as repairs, upgrades and new installations.

    Joint types include tape-type, heat shrink, cold shrink and pre-moulded.

    Connectors can be joined by sweating, crimping, TIG, GMA (or MIG), and exothermic welds or shear-off connectors.

    The jointing process is generally performed by a jointing team. The learner being assessed will lead the jointing team and assign work to, and monitor the workmanship of, team members.

    Assessment against this unit standard also includes the assessment of welding as outlined above to the standard required in cable jointing and termination.

    This unit standard does not cover access to and management of sites or the management of resources which are assessed in terms of related unit standards.

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Determine joint requirements from cable jointing instructions and plan the jointing processes. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Jointing instructions, drawings and any relevant documentation are interpreted correctly. 
    ASSESSMENT CRITERION NOTES 
    Interpretation of jointing instructions includes the understanding of worksite procedures, risk assessment, safety data sheets and statutory regulations or site-specific standards relevant to the jointing process. 

    ASSESSMENT CRITERION 2 
    The sequence of operation is determined according to worksite procedures and meets the requirements of the job. 
    ASSESSMENT CRITERION RANGE 
    The sequence of operations must result in the proper jointing of the cable operation.
     

    ASSESSMENT CRITERION 3 
    The reported fault is confirmed by performing a worksite inspection. 
    ASSESSMENT CRITERION NOTES 
    This assessment criterion is only applicable in the case of a repair. 

    ASSESSMENT CRITERION 4 
    The planned work schedule is discussed with all relevant parties. 
    ASSESSMENT CRITERION RANGE 
    Relevant parties will include the customer, supervisor and team members.
     

    ASSESSMENT CRITERION 5 
    Appropriate personal protective equipment that meets site safety plan requirements is selected. 

    ASSESSMENT CRITERION 6 
    Tools and material are identified, selected, checked and prepared according to the packing list. 
    ASSESSMENT CRITERION RANGE 
    Checks include quality, quantity, expired dates, damage.
     

    ASSESSMENT CRITERION 7 
    Work is assigned to jointing team members and instructions are clear and understanding is confirmed. 

    SPECIFIC OUTCOME 2 
    Ensure that the cables are safe to work on and make ready the cables for the jointing operation. 
    OUTCOME RANGE 
  • Safe includes lock out and permit procedures.
  • Site preparation and access to the site is assessed in a companion unit standard.
  • Where required all the activities are performed in the presence of an authorised person.
  • Make ready includes checking, aligning, cleaning, wiping, glanding, stripping; ensuring that cables are straight on either side of the joint; ensuring cables are clean on either side of the joint; checking cables for damage; doing marking off correctly. 

  • ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The site-specific equipment isolation and lock out processes are performed according to the relevant procedures. 

    ASSESSMENT CRITERION 2 
    The cable is spiked to check if it is still live. 
    ASSESSMENT CRITERION NOTES 
    This criterion is only applicable in the case of a repair. 

    ASSESSMENT CRITERION 3 
    Cables are tested and phased out for the jointing operation. 

    ASSESSMENT CRITERION 4 
    Conductors, shielding, insulation and other cable components are stripped and prepared according to the jointing instruction. 

    ASSESSMENT CRITERION 5 
    All dimensions fall within the limits of the jointing instruction. 

    ASSESSMENT CRITERION 6 
    The correct tools are selected and used for the particular activity. 
    ASSESSMENT CRITERION RANGE 
    The choice of tools and equipment will depend on the type of cable that is being jointed.
     

    SPECIFIC OUTCOME 3 
    Joint a range of cables according to required standards. 
    OUTCOME RANGE 
  • A range of cables means a variety of cable types, cable joints and voltages.
  • Jointing includes joining the conductors and all other activities related to finishing and re-insulating the joint or termination.
  • Joining of conductors will either be by welding, compression, mechanical means or sweating.

    All jointing activities are completed according to the jointing instruction. 

    ASSESSMENT CRITERION 2 
    The correct tools are selected and used for the particular activity.

    The choice of tools and equipment will depend on the type of cable that is being jointed.
     

    ASSESSMENT CRITERION 3 
    Cable joints in a variety of cable types, cable joints and voltages can be performed confidently and systematically. 

    ASSESSMENT CRITERION 4 
    Conductors are re-insulated in accordance with the required procedure. 

    ASSESSMENT CRITERION 5 
    The cable is restored to safe operational condition. 
    ASSESSMENT CRITERION RANGE 
    Restoring the cable to safe operational condition will include the establishment of earth continuity.
     

    ASSESSMENT CRITERION 6 
    Joint conforms to specified dimensions. 

    ASSESSMENT CRITERION 7 
    Clear instructions are given to the jointing team and questions from the team are clearly answered. 

    SPECIFIC OUTCOME 4 
    Test jointed cables for efficient operation. 
    OUTCOME RANGE 
    Tests includes phase, insulation resistance (megger), serving, voltage, Sheath Voltage Limiter (SVL) and any other tests required for particular applications.

    Correct circuit and testing equipment and equipment is selected and used.

    Calibration certificates of test instruments are valid.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Assessment will be governed by the policies and guidelines of a relevant Education and Training Quality Assurance body (ETQA), which has jurisdiction over this field of learning. The policies and procedures of the relevant ETQA will also determine:

  • How a learner can appeal against the outcome of the assessment.

    Any institution or company which offers learning to achieve the purpose of this unit standard must be accredited as a provider through the relevant ETQA.

    Assessment of competence for this unit standard is based on experience acquired by the learner in the workplace, within the particular cable jointing and termination context. The assessment process should cover the explicit tasks required for the unit standard as well as the understanding of the underpinning concepts and principles.

    The assessment process should also establish how the learning process has advanced the Critical Cross-field Outcomes.

    The learner may choose in which language he/she wants to be assessed. This should be established as part of a process of preparing the learner for assessment and familiarising the learner with the approach being taken.

    Assessors should also evaluate evidence that the learner has been performing consistently over a period of time.

    The assessment for this unit standard can be done in conjunction with the assessment of other unit standards related to a qualification, and in conjunction with the assessment for the qualification as a whole.
