PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard is able to safely operate and use a Mobile Elevating Work Platform. The learner will be able to assess his/her work environment so as to establish any safety hazards in order to prevent or eliminate such hazards and resultant losses, to conduct pre-inspection tests and to operate the Mobile Elevating Work Platform in safe conditions.

The qualifying learner is capable of:
  • Identifying applications to decide on the appropriate Mobile Elevating Work Platform to be used.
  • Assessing risks in the work environment to prevent and eliminate safety hazards.
  • Conducting pre-operation inspection of Mobile Elevating Work Platform.
  • Making use of safe operating procedures and practices for a Mobile Elevating Work Platform.
  • Placing people, tools and equipment correctly and safely on Mobile Elevating Work Platform.
  • Conducting shut-down procedures and stow Mobile Elevating Work Platform safely.

    Different types and characteristics of Mobile Elevating Work Platform are identified, listed and explained with examples of each type. 
    ASSESSMENT CRITERION RANGE 
    The types and characteristics of Mobile Elevating Work Platform include but are not limited to scissor lift, articulated booms, telescopic booms, straight booms, stick booms, sigma lifts, truck mounts, trailer mount, and personnel lifts.
     

    ASSESSMENT CRITERION 2 
    Various applications of each type of Mobile Elevating Work Platform are identified and explained with examples of their specific uses. 

    ASSESSMENT CRITERION 3 
    The characteristics of the Mobile Elevating Work Platform are matched with its intended use according to industry standards. 

    SPECIFIC OUTCOME 2 
    Assess risks in the work environment to prevent and eliminate safety hazards.

    ASSESSMENT CRITERION 1 
    Possible hazardous conditions in the environment which may exist for setting up a Mobile Elevating Work Platform are explained with examples. 

    ASSESSMENT CRITERION 2 
    Possible hazardous conditions in the environment which may be encountered during the operation of a Mobile Elevating Work Platform are explained with examples. 

    ASSESSMENT CRITERION 3 
    Hazardous conditions are assessed in terms of direct consequences to person and property. 

    ASSESSMENT CRITERION 4 
    Hazard control is conducted to comply with standard operating procedures to eliminate, minimise or control risk of injury or damage to people and property.

    Conduct pre-operation inspection of Mobile Elevating Work Platform.

    ASSESSMENT CRITERION 1 
    The reason for conducting a pre-operation inspection is described in terms of the consequences of not conducting it.

    A pre-operation inspection is conducted according to manufacturer's instructions and standard operating procedures. 

    ASSESSMENT CRITERION 3 
    A pre-operation full function test is conducted in accordance with manufacturer's instructions. 

    ASSESSMENT CRITERION 4 
    Faults and/or defects found are isolated, tagged and reported according to standard operating procedures. 

    SPECIFIC OUTCOME 4 
    Place people, tools and equipment correctly and safely on Mobile Elevating Work Platform.

    ASSESSMENT CRITERION 1 
    Safe working loads are explained in accordance with manufacturer's instructions. 
    ASSESSMENT CRITERION RANGE 
    Safe working loads are loads at which a Mobile Elevating Work Platform can safely operate within the manufactures design criteria and it is the maximum weight limit at which the Mobile Elevating Work Platform can safely operate.

    Placement of load is explained according to manufacturer's instructions. 

    ASSESSMENT CRITERION 3 
    Consequences of not following manufacturer's load instructions are explained with examples. 

    SPECIFIC OUTCOME 5 
    Operate a Mobile Elevating Work Platform. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The required personal protective equipment (PPE) is used while operating the Mobile Elevating Work Platform and in accordance with standard operating procedures. 

    ASSESSMENT CRITERION 2 
    Movement of Mobile Elevating Work Platform is conducted in accordance with regulatory and operational requirements. 

    ASSESSMENT CRITERION 3 
    The Mobile Elevating Work Platform is operated in accordance with manufacturer's instructions. 
    ASSESSMENT CRITERION RANGE 
    The operation of Mobile Elevating Work Platform includes but is not limited to lifting, lowering, slewing, telescoping, manual lowering, using outriggers and/or stabiliser, levelling.
     

    ASSESSMENT CRITERION 4 
    Risks associated with the operation of the Mobile Elevating Work Platform are explained in terms of specified requirements. 

    ASSESSMENT CRITERION 5 
    Safety related hazards are continuously monitored according to standard operating procedures. 

    ASSESSMENT CRITERION 6 
    Emergency procedures are followed in accordance with emergency protocol and standard operating procedure. 

    SPECIFIC OUTCOME 6 
    Conduct shut-down procedures and stow Mobile Elevating Work Platform safely.

    Procedures are explained which are critical to the shut-down and stowing of a Mobile Elevating Work Platform. 

    ASSESSMENT CRITERION 2 
    Mobile Elevating Work Platform is parked in a safe and secure area according to manufacturer's instructions and standard operating procedures. 

    ASSESSMENT CRITERION 3 
    Mobile Elevating Work Platform is stowed after use in accordance with operational requirements. 
    ASSESSMENT CRITERION RANGE 
    Operational requirements will include but are not limited to: refuelling, charging battery, top up oil level, cleaning.
     

    ASSESSMENT CRITERION 4 
    Faults and/or defects found are tagged and reported according to standard operating procedures.
